Job summary

National Consulting Office for Engineering seeks a senior change management professional to lead a 24-month AI adoption program in a Dubai-based federal government context. The role requires delivering change strategy, stakeholder engagement, bilingual communications, and adoption measurement on-site in Dubai.

Strong Arabic and English proficiency is essential, with certification in Prosci ADKAR, APMG, or CCMP, or an MBA with change specialization.

Qualifications

• 7+ years in change management or organizational development, with 3+ years on technology or digital transformation programs.
• Certification in change management (Prosci ADKAR, APMG or CCMP) or MBA with change specialization is preferred.
• Experience in government or large regulated organizations in the GCC is desirable.
• Structured change methodology applied on real programs, not just certifications.
• Stakeholder analysis, communications planning and resistance management across all levels.
• Training design and delivery including train-the-trainer models.
• Professional Arabic and English speaking and writing required.
• Adoption measurement, surveys, usage analytics, readiness assessments.

Responsibilities

• Build and maintain the program's change management strategy and plan aligned to the AI use-case rollout schedule.
• Run stakeholder engagement mapping, champions network, leadership alignment sessions, and resistance management.
• Plan and deliver bilingual communications and training for each AI use-case release.
• Measure adoption and readiness, report progress and risks to the PMO monthly.
• Support the client's internal AI culture program awareness sessions, hackathons and capability building.

Job description

Drive adoption of AI across a federal government organization in Dubai over a 24-month transformation. You build and run the change workstream stakeholder engagement communications training and adoption measurement delivered in Arabic and English. Full time onsite at the client s premises in Dubai. Professional Arabic and English are required.
