BSS/OSS Transformation Lead — Digital Programs

Job summary

VAM Systems is seeking a Senior Digital Transformation - BSS/OSS expert for UAE operations. You will lead cross-functional programs across BSS/OSS domains and drive modernisation of legacy systems.

The role requires extensive telecom programme management experience in GCC/MENA, strong regulatory knowledge, multi-vendor leadership, and ability to deliver on KPIs in a hybrid/cloud environment.

Qualifications

• 10+ years in telecom project/programme management, with 5+ years in BSS/OSS transformation in GCC/MENA.
• Strong knowledge of GCC telecom regulatory environment (CITC, TDRA, CRA).
• Proven track record delivering complex multi-vendor system integrations.
• Deep understanding of TM Forum standards (eTOM, SID, TAM) and Open Digital Architecture.
• Experience managing Agile delivery (SAFe Scrum), preferably in hybrid environments.
• Familiarity with cloud-native architectures (public/hybrid cloud, Kubernetes, microservices).
• Excellent stakeholder management in multicultural, matrixed organizations.
• Strong commercial acumen, aligning project goals with business outcomes.
• Experience with OSS/BSS transformations in greenfield/brownfield/consolidation contexts.

Responsibilities

• Lead complex digital transformation program across BSS/OSS domains.
• Replace or enhance legacy systems with a Digital-first platform.
• Establish governance and delivery cadence across cross-functional teams and vendors.
• Engage senior stakeholders across Technology, Commercial, Channels, and regulatory functions.
• Manage vendor relationships with major telecom solution providers.
• Collaborate with enterprise architecture to align with IT and network evolution.
• Implement Agile and DevOps practices while ensuring regulatory and cybersecurity compliance.
• Drive business case realization and alignment to KPIs, budget, and timelines.
• Act as a change leader to foster adoption of new systems and ways of working.
• Provide regular status reporting to steering committees and executives.
