Job summary

RCL Foods in Pretoria West is seeking a Learning & Development Manager to lead the technical and vocational L&D strategy across Baking operations. You will align programmes with the HR People Strategy and business needs, driving a blended delivery approach.

You will manage budgets, SETA funding, and ROIs while building a learning culture, dashboards, and stakeholder partnerships. A senior HR/LD background is essential.

Qualifications

• Bachelor’s or higher qualification in Human Resources or HRD (NQF Level 7 or equivalent).
• Specialisation in Organisational Development, Learning or Industrial Psychology/OD ETP.
• 10 years of experience in HR Learning & Development or Talent Management.

Responsibilities

• Lead organisation-wide training needs analysis using skills matrices and competency gap data.
• Develop and integrate annual skills frameworks into talent and HR strategies.
• Oversee and quality assure Individual Development Plans (IDPs).
• Manage and align Workplace Skills Plan (WSP) to priority skills and core capabilities of the Baking Operating Business.
• Execute L&D strategy across the Baking units: Milling, BBR, Pies and Speciality.
• Oversee design, execution and continuous improvement of learning programmes.
• Manage budgets, SETA funding, SARS rebates and Skills Development targets.
• Produce L&D dashboards and insights; collaborate via Learning Forums.
• Select, contract, and manage training providers and facilitators.
• Oversee LMS, data governance, and compliance requirements.
• Maintain learning systems and records governance.
• Implement frameworks to measure learning effectiveness; analyse data to improve programmes.
• Guide development of leadership, technical, and onboarding programmes.
• Deliver training interventions; support managers and facilitators in addressing capability gaps.
• Drive compliance with Skills Development legislation and SETA submissions.
• Build relationships with SETA, executives, and service providers.
