Top Vitae Recruitment is seeking a seasoned PMO Project Manager to lead complex technology and business transformation initiatives from initiation to post-implementation review. You will ensure delivery within scope, schedule and budget while adhering to PMO governance standards.

The role requires extensive cross-functional leadership, vendor management, risk control, and executive reporting, with emphasis on stakeholder engagement and business readiness across regions.

Qualifications

• Bachelor’s degree in IT, Business Management, Engineering or related field
• 6+ years of IT project and program management
• Certifications in PMP, PgMP, Agile or Scrum certifications or equivalent are advantageous
• PMO governance and project controls
• Change management and stakeholder engagement
• Vendor management
• Quality assurance and continuous improvement
• Data analysis and executive reporting
• Agile, Waterfall and Hybrid delivery methodologies
• Workshop facilitation and requirements elicitation
• Capacity to work independently to complete projects and tasks
• Ability to work independently, lead cross-functional teams, navigate complex issues, and communicate effectively with stakeholders at all levels
• Proficiency in understanding and communicating IT related concepts, technologies and methodologies
• Proficiency in the use of project management software such as Wrike, Planisware, Jira etc.
• Proven experience managing successful teams and navigating complex issues
• Ability to engage with stakeholders at all levels, to comprehend conversations and present key information clearly
• Proficiency in communicating technology concepts, delivery methods, and project information clearly to technical and non-technical audiences
• Proven track record of delivering projects within time, scope, budget and resource constraints
• Experience managing large, complex projects
• Strong knowledge of PMO governance, project controls, lifecycle compliance, stage-gate reviews, and audit-ready documentation
• Experience with vendor management, third-party coordination, commercial commitments, and delivery risk oversight
• Strong quality assurance, lessons learned, continuous improvement, and benefits realisation capabilities
• Advanced data analysis, executive reporting, dashboard development, and presentation skills
• Experience applying Agile, Waterfall, and Hybrid project delivery methodologies
• Strong workshop facilitation, requirements elicitation, business analysis, negotiation, and conflict-resolution skills

Responsibilities

• Lead complex, cross-functional technology and business transformation projects from initiation through post-implementation review
• Coordinate internal teams, business stakeholders, vendors and implementation partners
• Manage risks, dependencies, issues, decisions and change; drive stakeholder engagement and business readiness
• Provide clear performance, benefits and governance reporting to leadership
• Develop detailed project plans; assign resources and coordinate activities
• Keep projects up to date with RAID logs and dashboards for real-time visibility
• Create test cases and obtain stakeholder sign-off
• Draw up communication plans and facilitate project meetings and steering committee calls
• Ensure PMO governance and project controls compliance
• Oversee project closure, handover to support and benefits realization
• Manage stakeholder expectations and maintain clear, regular status communications
• Support rollout of PMO governance and standards across business units
• Engage with regional counterparts across time zones
• Manage vendor relationships and third-party coordination
• Conduct workshops and facilitate requirements elicitation
