UCC Holding is seeking an Executive Director - Civil Construction to lead and deliver large-scale civil construction and infrastructure projects. The role provides strategic and operational oversight across execution, construction management, commercial performance, resource planning, contract administration, and stakeholder management to ensure safety, schedule, budget, and quality.

Fluent Spanish and English are mandatory.

Formación

• Bachelor's Degree in Civil Engineering required.
• Master's Degree or MBA preferred.
• Professional certifications such as PMP, MRICS, PE, CEng or equivalent will be an advantage.
• 20+ years of civil construction experience with at least 10 years in executive or senior leadership roles.

The Executive Director - Civil Construction is responsible for the overall leadership, execution, and successful delivery of large-scale civil construction and infrastructure projects. The role provides strategic and operational oversight across project execution, construction management, commercial performance, resource planning, contract administration, and stakeholder management to ensure projects are delivered safely, on schedule, within budget, and to the highest quality standards.

Key Responsibilities

• Provide executive leadership for large-scale civil construction, infrastructure, and EPC projects.
• Direct and oversee all phases of project execution, construction operations, and project delivery.
• Establish project execution strategies, construction methodologies, and resource deployment plans.
• Ensure achievement of project objectives related to safety, quality, schedule, cost, and profitability.
• Lead project directors, construction managers, engineering teams, and support functions across multiple projects.
• Monitor construction progress, productivity, and commercial performance while implementing corrective actions as required.
• Oversee contract administration, claims management, subcontractor performance, and risk mitigation activities.
• Review and approve project budgets, procurement strategies, cash flow forecasts, and resource plans.
• Drive operational excellence, continuous improvement, and best practices across construction operations.
• Develop and maintain strong relationships with clients, consultants, government authorities, and key stakeholders.
• Ensure compliance with contractual obligations, regulatory requirements, HSE standards, and company policies.
• Support business growth initiatives, tender reviews, project pursuits, and strategic planning activities.

Requirements

• Minimum 20 years of civil construction experience, including at least 10 years in executive or senior leadership roles.
• Proven track record in leading and delivering large-scale civil construction, infrastructure, industrial, airports, transportation, marine, utilities, or EPC projects.
• Extensive experience managing multi‑billion‑dollar projects and large multidisciplinary teams.
• Strong understanding of construction methodologies, project controls, commercial management, contracts, procurement, and risk management.
• Demonstrated experience in contractor‑side project execution and construction operations.
• Strong leadership, stakeholder management, negotiation, and decision‑making capabilities.
• GCC and international project experience preferred.

Language Requirements

• Fluent Spanish and English (Mandatory).
• Ability to lead negotiations, manage stakeholders, and conduct executive‑level communications in both languages.

Education

• Bachelor's Degree in Civil Engineering (mandatory).
