Job summary

The Idaho Department of Labor is hiring in Boise for a State Apprenticeship Coordinator role, focusing on expanding Registered Apprenticeship Programs.

The mission of the Idaho Department of Labor is to support individuals through career transitions, determine benefit eligibility, connect employers with workers and oversee tax and labor law compliance.

This position develops and expands Registered Apprenticeship Programs (RAPs) across Idaho state agencies. Embedded within the Division of Human Resources (DHR), the coordinator partners with DHR and participating agencies to align apprenticeship opportunities with workforce needs, supporting recruitment, retention, employee development, and succession planning. The role serves as the primary liaison between IDOL, DHR, and state agencies, providing technical assistance, ensuring compliance, and advancing apprenticeship as a strategic workforce development strategy.

This position will be located in downtown Boise.

Key Responsibilities

  • Partner with DHR and agency leadership to identify workforce needs and occupations that may be addressed through Registered Apprenticeship.
  • Develop, register, implement, and expand Registered Apprenticeship Programs within Idaho state agencies.
  • Provide technical assistance and guidance on program design, registration, implementation, administration, and compliance.
  • Ensure compliance with U.S. Department of Labor regulations, state requirements, and IDOL policies.
  • Monitor program performance, maintain records, support data collection and reporting, and use results to improve program quality and outcomes.
  • Work with DHR and participating agencies to develop sustainable workflows, tools, templates, training materials, and procedures for administering apprenticeship programs.
  • Coordinate with agency human resources staff, supervisors, subject-matter experts, training providers, and other partners to develop apprenticeship standards, work processes, related technical instruction, wage progression schedules, and other required program components.
  • Support apprentice recruitment, onboarding, participation, progression, and completion strategies across participating state agencies.
  • Provide training and knowledge transfer to DHR and participating agencies so they can manage and sustain apprenticeship programs after the grant-funded coordinator position ends.

Good knowledge of:

  • Local workforce development office operations and service delivery systems. Typically gained by one year experience providing technical support for office activities which demonstrate office knowledge in a broad scope and beyond one program area.
  • Computerized applications used within the local office environment . Typically gained by one year of experience utilizing computer applications used in the local office environment, such as Microsoft Word, Excel, PowerPoint, SharePoint and IdahoWorks.

Experience:

  • Interpreting and applying federal employment service programs, regulations, and procedures. Typically gained one year of experience working with federal/state employment service or training programs, and interpreting and applying regulations and procedures.
  • Developing and presenting training to groups in a formal setting. Typically gained by experience developing and presenting training for a minimum of 10 hours of presentation time.

Preferred Qualifications

  • Experience in workforce development, Registered Apprenticeship, human resources, employee training, or program management.
  • Strong project management, organizational, communication, and relationship-building skills.
  • Knowledge of apprenticeship programs, workforce development, and public sector human resources practices.
  • Experience interpreting policies, regulations, and compliance requirements.
  • Proficiency with Microsoft Office and experience using case management, customer relationship management, apprenticeship registration, or similar program systems.
  • Ability to manage multiple priorities, adapt to changing needs, and maintain accuracy and attention to detail.
