Qualifications

Responsibilities

  • Conduct comprehensive intake interviews, eligibility determinations, and needs assessments for prospective program participants.
  • Accurately enter, update, and maintain participant records, case notes, service activities, and required documentation within CWDS.
  • Develop individualized employment and career plans with measurable goals, milestones, and action steps tailored to each participant's needs.
  • Monitor participant progress through regular follow‑up meetings, coaching sessions, and ongoing case management activities.
  • Provide workforce readiness guidance, including resume development, interview preparation, job search assistance, and employment retention strategies.
  • Coordinate referrals to educational programs, occupational training providers, supportive service resources, and community‑based organizations.
  • Collaborate with employers and workforce partners to identify employment opportunities and support successful job placements.
  • Review client files and program data regularly to ensure completeness, accuracy, and compliance with funding source requirements and agency policies.
  • Prepare reports, track performance measures, and monitor participant outcomes using CWDS and other reporting systems.
  • Maintain confidentiality of sensitive participant information in accordance with agency, state, and federal regulations.
  • Participate in staff meetings, trainings, audits, monitoring visits, and quality assurance activities.
  • Stay informed regarding workforce development programs, labor market trends, employment resources, and regulatory updates affecting service delivery.

Description

Are you detail-oriented, highly organized, and passionate about helping individuals achieve sustainable employment and self-sufficiency? We are seeking an experienced Workforce Case Manager with strong case management, data management, and workforce development experience. The ideal candidate will possess hands‑on experience utilizing the Commonwealth Workforce Development System (CWDS) and demonstrate the ability to maintain accurate documentation, ensure program compliance, and provide comprehensive client support throughout the employment and career development process.


In this role, you will serve as a primary point of contact for program participants, conducting assessments, developing individualized service plans, coordinating supportive services, and tracking outcomes to ensure successful program completion and employment retention. The Workforce Case Manager will work closely with employers, community partners, training providers, and government agencies while ensuring adherence to all federal, state, and program‑specific regulations.


Essential Duties and Responsibilities

Requirements


Qualifications


  • Associate's Degree required; Bachelor's Degree preferred in Social Work, Human Services, Psychology, Counseling, Workforce Development, Public Administration, Education, Criminal Justice, or a related field.

  • Minimum of 2 years of experience in workforce development, case management, employment services, human services, or a related field.

  • Required experience using the Commonwealth Workforce Development System (CWDS).

  • Strong knowledge of case management practices, participant documentation, and compliance requirements.

  • Demonstrated ability to maintain accurate records and manage multiple client cases simultaneously.

  • Experience working with diverse populations, including individuals facing employment barriers.

  • Proficiency with Microsoft Office Suite and data management systems.

  • Excellent verbal, written, interpersonal, organizational, and problem‑solving skills.

  • Ability to work independently and collaboratively in a fast‑paced environment.


Required Background Clearances and Compliance

Candidates must be able to successfully obtain, pass, and maintain the following pre‑employment clearances and compliance requirements:



  • Pennsylvania State Police Criminal History Clearance (PA Criminal Background Check)

  • Pennsylvania Child Abuse History Clearance

  • FBI Fingerprint‑Based Criminal Background Check, if applicable

  • National Sex Offender Registry (NSOR) clearance/check

  • Ability to pass all agency, state, federal, and funding source background screening requirements

  • Current health assessment/physical examination and any required immunization documentation as mandated by agency or program requirements

  • Ability to maintain all clearances and compliance requirements throughout employment


Preferred Qualifications


  • Experience working within WIOA, TANF, EARN, SNAP Employment & Training, or other workforce development programs.

  • Knowledge of employment barriers, supportive services, and workforce development best practices.

  • Experience conducting audits, compliance reviews, and case file monitoring.

  • Bilingual skills are a plus.
