Job summary

Qualifications

  • Develop and implement individualized service plans to help participants overcome barriers and reach goals.
  • Conduct strengths-based assessments and provide career guidance and planning.
  • Assist job seekers with resumes, interview prep, and job applications to build a professional portfolio.
  • Deliver job readiness training, financial literacy, and career workshops in various formats.
  • Connect participants to wraparound services and engage employers for job opportunities.
  • Maintain accurate records and report program progress in compliance with requirements.

Job description

The purpose of this position is to provide and coordinate individualized vocational services, community outreach, and support for individuals facing disadvantaged conditions and barriers to employment. This role is dedicated to helping individuals secure employment or pursue further education while actively fostering relationships with the business community to expand opportunities. By leveraging an integrated, jobs-driven public workforce system, it ensures meaningful connections between job seekers, employers, and community resources.

Qualifications

The Career Facilitator role is a professional position requiring high standards of behavior, excellent work habits, and adherence to policies.

Education and Experience Equivalency

Candidates must meet one of the following qualifications:

  • High school diploma or equivalent with 5 years of relevant experience, OR
  • Associate degree with 3 years of relevant experience, OR
  • Bachelor’s degree in human services, workforce development, education, business, or a related field.

A combination of work experience, training, or certifications may be considered in place of a formal degree. Examples of relevant experience include:

  • Experience in vocational services, workforce development, career coaching, job placement, or recruitment, including case management, vocational counseling, and community outreach to support individuals facing employment barriers.
  • Customer service or administrative support in roles that involve assisting clients, troubleshooting issues, or providing solutions—such as retail, banking, or call center environments—where strong communication, problem-solving, and client engagement skills are essential.
  • Training or professional certifications, such as Certified Employment Support Professional (CESP), similar credentials or strengths-based case management.

Skills and Competencies

  • Ability to build rapport and establish trust with individuals facing employment barriers.
  • Strong communication skills, both written and verbal, including public speaking.
  • Empathetic and patient demeanor, with strong active listening skills.
  • Proficiency in developing individualized service and employment plans with actionable steps.
  • Knowledge of workforce development programs, local labor markets, employer needs, and community support services.
  • Strong organizational and time-management skills, including timely follow-up and accurate reporting.
  • Ability to work independently and collaboratively.
  • Proficiency in Microsoft Office, Google Suite, and data entry/management systems.

Other Requirements

  • Ability to pass background checks, including Act 151 Pennsylvania Child Abuse History Clearance, Pennsylvania Criminal History Check, and FBI Fingerprints.
  • A valid driver’s license with a clean driving record and dependable transportation for work duties.
  • Access to a working telephone for prompt communication.
  • Flexibility to work occasional evenings and weekends to attend networking events, career fairs, and outreach activities as needed.

Supervision

  • Received: Direct supervision from the Program Manager with autonomy to perform duties in line with agency policies.
  • Exercised: None.

Key Skills and Duties

Service Delivery

  • Develop and implement individualized service plans to help participants identify strengths, overcome barriers, and achieve employment or educational goals.
  • Conduct assessments using strengths-based case management practices.
  • Provide individualized career guidance, career assessments, and employment planning.
  • Assist job seekers with resume writing, interview preparation, and job applications, helping them build a professional career portfolio (e.g., resumes, certifications, references).
  • Deliver job readiness training, financial literacy education, and career workshops in both one-on-one and group settings.
  • Support job seekers in overcoming employment barriers and developing essential workplace skills.
  • Connect participants to wraparound services, including housing assistance, financial literacy, and mental health resources.
  • Facilitate job development by engaging employers, identifying opportunities, and presenting employer incentives.
  • Advocate for participants by helping employers identify and implement workplace accommodations.
  • Provide referrals to training programs, educational opportunities, and support services.
  • Maintain consistent and proactive communication with individuals served to track progress and provide ongoing support.

Community and Employer Engagement

  • Collaborate with staff, community stakeholders, and partner organizations to support participant needs and expand available resources.
  • Build and maintain relationships with community organizations, schools, and employers to create job opportunities for individuals served.
  • Identify and promote job opportunities through employer partnerships and workforce development programs.
  • Provide referrals to appropriate community resources, ensuring accuracy and follow-through.
  • Responsible for providing services and meeting with customers in community settings outside of the CareerLink.
  • Attend and participate in networking events, job fairs, and community outreach programs to strengthen employer and community connections.

Compliance and Reporting

  • Maintain accurate and confidential records of client interactions, progress, and services provided.
  • Ensure compliance with workforce development policies, funding requirements, and program reporting standards (e.g., Federal Data Reports, Workforce Development Reports).
  • Track and report progress toward program performance outcomes.
  • Conduct comprehensive reviews of program plans and services to ensure alignment with goals and compliance requirements.
  • Accurately enter data into workforce management systems in a timely manner.
  • Participate in team meetings, professional development, and community outreach efforts

Physical and Work Environment Expectations

  • This position is based in a Pennsylvania CareerLink office and requires direct interaction with job seekers, employers, and partner agencies in public/community settings.
  • Regular travel within the county and occasional cross-county travel for meetings, training, employer/client outreach, and community events.
  • Flexibility to work occasional evenings and weekends for networking events, career fairs, and outreach activities.
  • Ability to perform bending, stooping, stretching, pushing/pulling, and standing for extended periods as needed.
  • Ability to lift up to 25 lbs. regularly and up to 50 lbs. occasionally with assistance.
  • Vision and hearing corrected within normal limits.

  • Ensure compliance with internal policies, ethical standards, federal and state guidelines, and confidentiality requirements.
  • Meet program goals and performance outcomes, while ensuring timely provision of services, case management, and record/file management.
