Job summary

AlphaGov is seeking a Strategic Planning Consultant to lead the development of a multi-year strategic plan for a water and wastewater utility. You will facilitate planning sessions, assess organizational priorities, and write an actionable plan that connects the utility's long-term goals with day-to-day execution.

This engagement requires someone who can guide productive discussions with utility leaders and staff, resolve competing priorities, and turn those discussions into clear decisions,

Qualifications

• Direct experience leading strategic planning engagements for water or wastewater utilities.
• Strong facilitation skills, including experience building agreement among stakeholders with different priorities.
• Ability to translate stakeholder input and supporting evidence into a clear, practical written plan.

Responsibilities

• Review existing plans, organizational information, performance measures, and relevant documents.
• Interview utility leadership and stakeholders to understand challenges, priorities, and service expectations.
• Design and facilitate strategic planning workshops with leadership and staff.
• Help establish priorities across service reliability, infrastructure investment, financial sustainability, workforce capacity, and customer service.
• Write the strategic plan with goals, objectives, initiatives, and performance measures.
• Develop an implementation roadmap with responsibilities and timelines.
• Present the plan and incorporate feedback into final deliverables.
