Job summary

American States Utility Services, Inc. seeks a Capital Project Inspector to support construction projects on military installations. You will inspect work, verify plans, drawings, and permits, and prepare daily reports and pay-application verifications under supervision.

The role demands safety focus and coordination with base personnel across multiple sites in the U.S. Applicants should have a high school diploma, OSHA 30-hour qualification or will obtain it within six months, and basic math

Qualifications

• High school diploma or equivalent.
• Two years water distribution and/or wastewater work or inspection preferred.
• Entry-level water distribution/wastewater certifications required within first year.
• OSHA 30-hour qualification by hire date or within six months.
• Competent person training within six months.
• Ability to read construction symbols and edit plans.
• Analytical skills to determine scope changes.
• Proficiency in report writing style and format.
• English reading, writing and grammar required.
• Basic math knowledge for validating materials.
• Valid driver’s license required.
• OSHA/state safety training with annual refreshers; respirator FIT testing.

Responsibilities

• Ensure construction projects meet plans, specs and approved lists.
• Inspect projects for safety and regulatory compliance.
• Ensure permit compliance for construction activities.
• Prepare Daily Inspection Reports and SPARS as needed.
• Update as-build drawings and document field conditions.
• Provide recommendations for scope changes impacting cost/schedule.
• Assist with field checks on preliminary designs for accuracy.
• Verify quantities against pay applications submitted by Contractors.
• Document project conditions via video/photo logs.
• Perform punch list inspections with subcontractors under supervision.
• Interface with base personnel on safety matters and document concerns.
• Promote goodwill with affiliates, contractors, vendors and public.
• Review Risk Management reports and ensure field adherence.
• Perform other duties as assigned.
• Ensure compliance with OSHA and environmental regulations; health and safety plan adherence.
• Work under direct supervision.
