Job summary

Garney Construction is seeking a Business Development Manager to drive relationships with regional public, private, and industrial clients in the Virginia Beach area. You will collaborate with Operations to shape strategy, lead Go/No-Go decisions, and steer proposal efforts from capture to submission.

The role emphasizes understanding water and wastewater markets, competitive landscape, and active industry engagement, with travel as needed.

Qualifications

4-year degree or equivalent preferred. In Engineering or Construction Management a plus.
At least 5 years of diversified experience in water infrastructure programs/project management and strategic business development is preferred.
Comprehensive understanding of CMAR, Design Build, P3 and other collaborative delivery methods is required.
Proposal development, creative writing skills are a plus.
Willingness to travel occasionally with short notice.

Responsibilities

Establishes and maintains relationships with regional public, private, and industrial clients, consultants, and stakeholders.
Develops and leads business development strategy in collaboration with regional Operations teams.
Leads the Go/No-Go decision-making process and provides critical information for pursuits viability.
Leads the proposal process for services from capture planning to submission/interview.
Documents prospect activity in Cosential/Unanet CRM and collaborates with Garney Marketing, Estimating, and Operations.
