Job summary

The City of Rock Hill is seeking a Distribution & Collections Operations Manager to lead the Water Distribution and Sanitary Sewer Collection divisions. This role administers programs, supervises staff, and ensures compliance with all local, state, and federal requirements.

The position requires extensive experience in public utilities, strong leadership, financial oversight, and the ability to respond to emergencies.

Qualifications

• Requires an Associate degree or higher in Environmental Science, Civil Engineering, Business Management, or related field; ten years in public utilities or operations preferred; five years in supervisory role.

Responsibilities

• Directs and supervises duties of assigned professional, supervisory, maintenance, and support staff; plans and assigns work and handles discipline as needed.
• Reviews subordinates' work for completeness and accuracy; offers advice and assistance as needed.
• Provides for training and professional development of division staff; directs safety program.
• Ensures division compliance with policies, quality and safety standards and all applicable laws.
• Oversees water distribution and sewer collection crews; prepares division budget and oversees expenditures.
• Communicates with the public, engineers, developers, contractors, attorneys, and other stakeholders regarding plans, projects and services.
