Qualifications

Responsibilities

Description

General Description:

The purpose of this job within the organization is to manage the operations and maintenance of the Water Distribution and Sanitary Sewer Collection divisions.This job works under administrative supervision, developing and implementing programs within organizational policies and reports major activities to executive level administrators through conferences and reports.

Minimum Education and Experience Requirements:

Associate’s degree in Environmental Science, Civil Engineering, Business Management, or related field preferred.Requires ten years of experience in public utility, planning, operations and/or service, and five years of experience in a supervisory role.The equivalent combination of experience and education may be considered.

Special Certifications and Licenses:

Requires a valid “A” Water Distribution Operator License issued by the South Carolina Environmental Certification Board. Requires a valid “A” Voluntary Collections Certification as a Wastewater Collections Operator issued by the Water Environment Association of South Carolina.
Requires a valid Class “A” South Carolina Commercial Driver’s License.

Desirable Knowledge, Skills and Abilities:

  • Extensive knowledge of public utilities services and methods of operation; has thorough knowledge of contract administration, customer service and quality control functions.
  • Thorough knowledge of the methods, procedures and policies of the Public Utilities Department as they pertain to the duties of the Distribution & Collections Operations Manager.
  • Thorough knowledge of the organization of the Department of related departments and agencies.
  • Thorough knowledge of regulations involving the Safe Drinking Water Act, the Clean Water Act, the Resource and Conservation and Recovery Act, the Superfund Amendments and Reauthorization Act, the Materials Handling Act, the Occupations Safety Act, the City of Rock Hill Water and Wastewater Ordinance, and other City policies relating to water and wastewater operations and maintenance.
  • Considerable knowledge of the functions and interrelationships of the City and other governmental agencies.
  • Knowledgeable in the laws, ordinances, standards, and regulations pertaining to the specific duties and responsibilities of the position.
  • Knowledge of the principles of management and supervision and how to apply them.
  • Basic skills in Microsoft Office, PowerPoint, Excel, Word, Outlook.
  • Ability to use automated payroll systems for reviewing and approving time and attendance for personnel.
  • Ability to use Evolve to submit, code, and approve invoices for payments to vendors.
  • Ability to manage company issued purchasing cards by uploading receipts, code, review, and approve personnel purchases.
  • Knowledge of applicable occupational hazards and safety precautions.
  • Ability to determine long-range needs of the community. Region to ensure adequate water and wastewater facilities.
  • Ability to inspect utility construction/ maintenance work in progress for compliance with codes, standards, and policies.
  • Ability to work effectively despite occasional exposures to heat, cold, odors, humidity, smoke, etc.
  • Ability to react calmly and quickly in emergency situations.
  • Ability to help plan and develop daily short-term and long-term goals related to City purposes.
  • Ability to take the initiative to complete the duties of the position without the need of direct supervision.
  • Ability to read and interpret complex materials pertaining to the responsibilities of the job.
  • Ability to deal with people beyond giving and receiving instructions. Must be adaptable to performing under stress when confronted with emergency situations or tight deadlines.
  • Ability to maintain positive customer-focused relationships with co-workers, supervisors, agencies, the general public, and all other internal and external customers. Ability demonstrates appropriate customer service skills.
  • Work is performed onsite. The incumbent must be present at work to perform the essential functions of this job.

Essential Job Functions:

  • Directs and supervises duties of assigned professional, supervisory, maintenance, and support staff. Supervisory duties include instructing; assigning, reviewing, and planning work of others; maintaining standards, coordinating activities; allocating personnel; selecting and hiring new employees; acting on employee problems, recommending and improving employee discipline and discharge, and recommending employee transfers, promotions and salary increases.
  • Reviews the work of subordinates for completeness and accuracy; evaluates and make recommendations as appropriate; offers advice and assistance as needed.
  • Provides for the adequate training and professional development of division staff. Directs the development and implementation of training practices and policies and the division safety program.
  • Ensures division’s compliance with policies and procedures, standards of quality and safety and all applicable local, state, and federal laws and regulations.
  • Ensures appropriate oversight for water distribution and sewer collection crews.
  • Establishes and maintains the philosophy, vision and goals of the division/department; develops and implements department policies and procedures.
  • Develop short-term and long-term plans for division projects and programs to ensure adequate water and wastewater facilities.
  • Directs the preparation of the division’s annual operation budget. Oversees expenditures for the division.
  • Communicates with the public, engineers, developers, contractors, attorneys, and other interested parties regarding department plans, programs, projects and services.
  • Receives and responds to public concerns and complaints regarding department policies, projects or plans.
  • Interprets applicable codes, regulations and policies as required.
  • Inspects the work of contractors and department employees on assigned projects for compliance with department and City standards, codes and regulations; makes recommendations for correction and/or improvement as appropriate.
  • Performs survey work as required.
  • Attends various events and meetings as necessary.
  • Keeps abreast of legislation, trends and issues affecting public utilities by reading professional and technical publications and attending conferences, workshops, professional meetings, etc.
  • Receives and reviews various records and reports including permits, agreements, engineering plans, flow charts, technical reports, etc.
  • Prepares a variety of documents, including, but not limited to monthly reports, annual reports, permits, as-built drawings, and various other records, reports, memos and correspondence.
  • Refers to policy and procedure manuals, computer manuals, safety manual, City codes and regulations, dictionary, maps, construction plans/ as-built drawings, etc.
  • Performs all other duties as may be assigned to meet organizational needs.
