Job summary

The City of Odessa is seeking a Water Treatment Plant Supervisor to oversee daily operations, maintenance, and regulatory compliance for the Water Treatment Plant and related facilities. Under the Director of Utilities, you will supervise plant personnel, coordinate maintenance, review SCADA data, prepare budgets, and ensure safety and regulatory standards are met.

A valid Texas Class A Surface Water License and a Texas Driver's License are required; the role requires availability for 24‑hour

Qualifications

• High School Diploma or GED required; some college coursework preferred.
• Five years' experience operating a surface water treatment plant with supervisory experience.
• Knowledge of SCADA systems and plant automation.

Responsibilities

• Provide overall daily supervision of plant personnel and direct supervision to the chief operator in the completion of operations and maintenance tasks to ensure efficient operation of the treatment plant.
• Identify all needed maintenance activities and coordinate maintenance work with the Wastewater Treatment Division Manager and Maintenance Supervisor within budget constraints.
• Plan and review operational and maintenance projects.
• Produce and review various plant reports and work orders to ensure data accuracy and timely submission.
• Ensure adequate chemicals and supplies are maintained; purchase within budget constraints.
• Monitor training needs of plant personnel and schedule training within budgeted constraints.
• Enforce safety policies and plant guidelines; ensure staff compliance.
• Conduct periodic performance evaluations and address job performance issues.
• Coordinate work with City departments and contractors as necessary.
• Prepare an annual budget for the Water Treatment Plant for departmental review.
