Job summary

City of Odessa, Texas is seeking a Water Treatment Plant Manager to oversee the daily operations, maintenance, and regulatory compliance of the Water Treatment Plant and related facilities to ensure safe potable water delivery.

The position requires a High School Diploma or GED, 5 years' plant operation experience with at least 1 year in supervision, a Class A Surface Water License (or ability to obtain), and knowledge of SCADA systems and safety protocols.

Qualifications

Summary

Under the direction of the Director of Utilities, manages the daily operations, maintenance, and regulatory compliance of the Water Treatment Plant and related off-site facilities to ensure the safe and efficient treatment and delivery of potable water. Oversees plant personnel, coordinates operational and maintenance activities, monitors treatment processes and regulatory requirements, and ensures adequate staffing, training, supplies, and safety practices. Responsible for operational reporting, budget preparation, and coordination with City departments, contractors, and regulatory agencies to support reliable plant operations and compliance with all applicable standards.

• Provide overall daily supervision of plant personnel and direct supervision to the chief operator in the completion of operations and maintenance tasks to ensure the complete and efficient operation of the treatment plant processes.
• Responsible for identifying all needed maintenance activities and coordinating maintenance work with the Wastewater Treatment Division Manager and Maintenance Supervisor to ensure that maintenance tasks are completed.
• Plan and review operational and maintenance projects.
• Produce and review various plant reports and work orders to ensure their completion and accuracy of data before filing or submittal.
• Ensure that adequate chemicals and supplies are maintained at all times. Purchase supplies and materials as necessary within budget constraints.
• Monitor training needs of plant personnel and schedule training within budgeted constraints.
• Work within and ensure that supervised personnel work within City policies, guidelines, and procedures, including safety policies.
• Perform periodic performance evaluations, counsel employees on job performance and discipline employees when necessary.
• Coordinate work with other City departments and contractors when necessary.
• Prepare an annual budget for the Water Treatment plant for departmental review.
• Conduct Water Treatment plant tours. May be called upon to deal with media personnel.
• Ensure that the Water Treatment plant is operated so that all plant, departmental, and regulatory policies and procedures are met or exceeded.
• Enforce plant safety and other programs.
• Work with and in proximity to dangerous chemicals such as chlorine.
• Reviews Water Treatment Plant process daily, including SCADA data and reports to ensure complete compliance with all Regulatory Requirements.
• Maintain daily contact with the Director of Utilities and periodically meet with the Director and other departmental personnel.
• Must have and maintain a cell phone for City use to hold this position.
• Support the departmental operations with regular and timely attendance.
• Supports the relationship between the City of Odessa and the general public by demonstrating courteous and cooperative behavior when interacting with visitors and City staff; maintains confidentiality of work-related issues and City information; performs other duties as required or assigned.

Minimum Qualifications

Education, Training, and Experience Guidelines:

High School Diploma or GED required. Some college coursework in science, engineering, or management preferred. Five (5) years' experience in the operation of a surface water treatment plant with a minimum of one (1) year in a supervisory capacity.

Knowledge Of

• Ability to read, write, understand, and follow oral and written instructions.
• Working knowledge of operations and maintenance of a surface water treatment plant and of regulatory rules relating to the operations and maintenance of a water treatment plant.
• Basic computer skills and knowledge of SCADA systems and plant automation schemes.
• Thorough knowledge of and ability to follow safety procedures and use of safety equipment, including self-contained breathing apparatus.
• Ability to read and interpret construction plans.

License and certification requirements

A valid Texas State Driver's License is required. Possess class "A" Surface Water License issued by the TCEQ, or ability to obtain within the time period negotiated at the time of job offer as prescribed by departmental licensing policy.
