Job summary

The City of Fort Worth Water Utility is seeking a Sr. Utility Rate Analyst to perform a variety of complex financial and operational analyses to shape our water and sewer retail and wholesale rates.

In this role, you’ll evaluate historical and projected data, support long-range financial planning, and help ensure our rate structures remain fair, sustainable, and forward-looking. Qualifications

• Master’s degree in finance, economics, accounting, statistics, engineering, mathematics, information systems, business administration, public administration, or a related field
• Four (4) years of experience in budgeting and finance, dealing with revenue requirement determination, cost allocation, rate design, data analytics, and related duties

Responsibilities

• Lead water and sewer cost-of-service studies
• Develop retail and wholesale rates for water and sewer service, including analyzing revenue requirements and bill impacts and utilizing accepted industry theory to design appropriate rates for all customer classes
• Prepare written cost of service and rate reports for leadership, stakeholders, and customers
• Build revenue estimates, long-range forecasts, and scenario models
• Analyze and extract complex customer data, trends, and system needs
• Perform statistical analysis to address system needs and support decision-making
• Model scenarios to predict impacts of critical business decisions
• Present findings to stakeholder groups and support financial decision-making
• Develop RFPs and perform additional statistical and data analysis as needed
