Job summary

The City of Fort Worth Water Utility seeks a Sr. Utility Rate Analyst to shape water and sewer rates through complex financial analyses, data modeling, and stakeholder collaboration.

You will contribute to long-range financial planning and ensure fair, sustainable rate structures for retail and wholesale customers. The ideal candidate communicates clearly with diverse internal and external groups and brings strong finance, budgeting, and data analytics skills.

Qualifications

  • Master’s degree in finance, economics, accounting, statistics, engineering, mathematics, information systems, business administration, public administration, or related field.
  • Four years of budgeting and finance experience including revenue requirement, cost allocation and rate design.

Responsibilities

  • Develop retail and wholesale rates for water and sewer service, analyzing revenue requirements and bill impacts.
  • Prepare cost of service and rate reports for leadership and customers.
  • Analyze and extract trends from complex customer data and system needs.
  • Perform statistical analysis to support decision-making and reporting.
  • Model scenarios to predict impacts of key business decisions.
  • Present findings to stakeholder groups and support financial decisions.
  • Develop RFPs and perform additional data analysis as needed.

The City of Fort Worth Water Utility is seeking a Sr. Utility Rate Analyst to perform a variety of complex financial and operational analyses to shape our water and sewer retail and wholesale rates. In this role, you’ll evaluate historical and projected data, support long-range financial planning, and help ensure our rate structures remain fair, sustainable, and forward-looking.


The ideal candidate will excel at communicating and collaborating with a wide range of internal and external stakeholders, including fiscal staff, utility leadership, the FWLab Office, the City Manager’s Office, and both retail and wholesale rate stakeholders. Strong written and verbal communication skills are essential for navigating these diverse groups and presenting complex financial information clearly.


Minimum Qualifications:



  • Master’s degree from an accredited college or university with major coursework in finance, economics, accounting, statistics, engineering, mathematics, information systems, business administration, public administration, or a related field

  • Four (4) years of experience in budgeting and finance, dealing with revenue requirement determination, cost allocation, rate design, data analytics, and other areas related to these duties


Preferred Qualifications:



  • Strong knowledge of accounting, budgeting, and enterprise systems such as PeopleSoft ERP and Euna

  • Understanding of M1 industry standards, rate design principles, and cost allocation methods

  • Proven experience developing and applying mathematical models, as well as managing and analyzing large datasets in linked spreadsheets

  • Excellent written and verbal communication skills, with the ability to engage effectively with a wide range of internal and external stakeholders


The Sr. Utility Rate Analyst job responsibilities include:



  • Develop retail and wholesale rates for water and sewer service, including analyzing revenue requirements and bill impacts and utilizing accepted industry theory to design appropriate rates for all customer classes

  • Prepare written cost of service and rate reports for leadership, stakeholders, and customers

  • Analyze and extract complex customer data, trends, and system needs

  • Perform statistical analysis to address system needs, support decision-making, and for inclusion in various reports

  • Model scenarios to predict impacts of critical business decisions

  • Present findings to stakeholder groups and support financial decision‑making

  • Develop RFPs and perform additional statistical and data analysis as needed
