Job summary

Horrocks is seeking a Project Engineer to lead multi‑discipline water resources projects from planning through construction. You will own scope, schedule, budget and risk, while delivering client value and stakeholder satisfaction.

The role requires PE licensure and 2–4+ years in water systems or hydraulics, with strong communication and leadership skills. Responsibilities include planning, budgeting, QA/QC, stakeholder engagement, and coordination across offices.

Qualifications

• BS or MS in Civil Engineering from an accredited program.
• Registered Professional Engineer (PE) required
• 2–4+ years of experience in water systems, wastewater collection, or hydraulics/hydrology design; experience leading small teams is desirable.
• Strong communication, organization, and client service skills; proven record of meeting deadlines and budgets.

Responsibilities

• Serve as a project engineer on multi-discipline water resources projects, owning scope, schedule, budget, quality, and risk from planning through construction support.
• Develop project execution plans, scopes of work, and phase plans; tailor delivery approach to context.
• Establish baselines; monitor progress; manage change; maintain earned value and schedule reporting.
• Identify and manage risks; escalate issues and capture opportunities.
• Map stakeholders; lead meetings and presentations; manage client expectations and decisions.
• Plan, design, and analyze water transmission, storage, and distribution systems; and wastewater collection systems.
• Coordinate field data collection, condition assessments, and utility investigations; mentor team members.
