Job summary

Gilmore & Associates, Inc. is seeking a Project Engineer to lead water resources assignments from planning through delivery, ensuring regulatory compliance and high-quality outcomes. The role emphasizes ownership, collaboration with municipal clients, and involvement in public meetings.

You will plan and design capital projects, coordinate with project teams, and mentor junior staff while maintaining schedule discipline. A PA PE license and a civil/environmental engineering degree are required.

Qualifications

• 4+ years of water resources engineering experience including planning, investigations, compliance, reporting, and design of conveyance and distribution systems and treatment facilities.
• Project management experience with defined deliverables and timely completion.
• Experience coordinating or directing support staff and monitoring follow-through on delegated work.
• Highly organized with a focus on quality and meeting deadlines.
• Knowledge of public water and wastewater system design, planning, and regulatory processes.

Responsibilities

• Plan, design, and manage capital improvement projects from start to finish with emphasis on technical quality and schedule discipline.
• Prepare Federal and State regulatory permit applications and plans.
• Develop bid documents including detailed plans and specifications.
• Conduct site investigations, construction observation, and field reconnaissance; document findings clearly.
• Review private development plans for compliance with water and sewer standards and policies.
• Identify opportunities to introduce cross-disciplinary services while preserving client relationships.
• Support the Project Manager in maintaining professional relationships with clients, subcontractors, and officials.
• Attend and contribute technical information at public meetings such as Authority Board or Planning Commission.
