The Project Engineer executes specialized water resources assignments and projects from initial planning through final delivery, with a strong focus on technical accuracy, regulatory compliance, quality, and on-time completion. This role offers clear project ownership, defined responsibilities, and the opportunity to build expertise while representing municipal authority clients, contributing in public meetings, collaborating with project teams, and providing direction to junior staff.
Essential Functions & Responsibilities:
- Plan, design, and manage capital improvement projects from start to finish, maintaining a high standard of technical quality, accuracy, and schedule discipline
- Prepare thorough and accurate Federal and State regulatory permit applications and plans in accordance with established requirements
- Develop complete, well-coordinated bid documents, including detailed plans and specifications
- Conduct site investigations, construction observation, and field reconnaissance; document findings clearly and follow issues through resolution
- Review private development plans carefully for compliance with applicable authority water and sewer standards, policies, and procedures
- Prioritize and manage multiple client assignments and projects with organized planning, dependable follow-through, and timely completion
- Identify opportunities to introduce clients to relevant professional services across disciplines and office locations while preserving trusted relationships
- Support the Project Manager in establishing and maintaining professional, responsive relationships with clients, subcontractors, public officials, and other project stakeholders
- Attend and contribute clear, factual technical information at public meetings, including Authority Board, Planning Commission, and Board of Supervisors meetings
Essential Qualifications:
- Bachelor’s Degree in Civil or Environmental Engineering, or related area
- Registered Professional Engineer in Pennsylvania
Desired Qualifications:
- 4+ years of experience in water resource engineering including planning, investigations, compliance, reporting, and design of conveyance and distribution systems and treatment facilities
- Project management experience, including organizing detailed technical work, managing defined deliverables, and following assignments through completion
- Experience coordinating or directing support staff, setting clear expectations, and monitoring follow-through on delegated work
- Highly organized and detail-oriented, with a strong commitment to quality and completing work correctly and on time
- Demonstration of sound judgment, candor, and the highest degree of ethical behavior while preserving the integrity of quality standards, policies, and procedures
- Exceptional oral and written communication skills, with the ability to prepare precise letters and complex reports and present technical information in a clear, factual, sincere, and professional manner
- Possess knowledge of the public water and wastewater system design, planning, and regulatory process
- Ability to interact with Federal, State & Local government agencies and officials
- Ability to work independently on clearly defined responsibilities while contributing cooperatively and dependably as part of a project team
- Ability to gather relevant information, apply established guidelines, and exercise confident independent judgment within the individual’s area of technical expertise
- Ability to analyze complex problems carefully, collaborate with others, evaluate practical alternatives, and recommend well-supported solutions
- Proficiency in Microsoft Suite, AutoCAD (preferably Civil 3D) and hydraulics/hydrology software
- Occasional regional travel required
- Ability to work additional and/or nonstandard office hours, as required
