Job summary

Thurston County Public Works Department in Olympia, Washington, seeks a Water Resources Manager to lead the Water Resources team and provide strategic direction for the County’s water resources programs, including Stormwater, Noxious Weeds, and Water & Sewer Utilities.

Reporting to the Public Works Director, the role oversees complex utility operations, develops short and long-range plans, manages budgets and grant programs, and builds strong partnerships with staff, community stakeholders, and

Qualifications

  • Bachelor's degree in Urban or Regional Planning, Natural Resources, Civil or Environmental Engineering, Public Administration, or a related field.
  • Five years of management-level experience in managing storm water or utility operations with at least three years supervisory experience.
  • Knowledge and experience in budget development, setting and administering utility rates, and grant management.
  • Ability to utilize a personal computer and related software packages for word processing, data analysis, and tracking.
  • A valid Washington State driver’s license (or ability to obtain one within 30 days).

Responsibilities

  • Directs department operations to achieve goals within budgeted funds and personnel.
  • Monitors hiring, training, scheduling, and assignment of employees; collaborates with Human Resources.
  • Creates short- and long-range development plans, including capital facilities and watershed studies.
  • Develops and oversees operating and capital budget preparation and expenditure controls.
  • Develops, implements, and administers utility rate programs including rebates and billing adjustments.
  • Responsible for Water & Sewer Utilities and Stormwater Operations, including 24-hour response to service interruptions.
  • Represents the County in interagency and stakeholder groups to coordinate services.
