City of Portland seeks a Water Resources Technical Manager to lead stormwater and sewer programs, oversee multi-year CIP schedules, and mentor engineers. The role drives improvements, coordinates across divisions, and presents to City Council.

PE licensed preferred, with strong writing and stakeholder communication skills. The department emphasizes sustainable design, regulatory compliance, and cross-department collaboration.

Qualifications

  • Bachelor's degree in an engineering or architectural discipline appropriate to the position.
  • 10+ years of progressively responsible engineering experience, including proven management experience coordinating across divisions.
  • Ability to independently spearhead new industry initiatives and support technical teams through multi-million-dollar construction projects.
  • Exceptional technical writing and presentation skills tailored for diverse public and professional audiences.
  • Hands-on experience using AutoCAD, asset management tools, and Google Workspace.
  • Proven success in establishing effective working relationships with regulatory agencies, public utilities, and the public.
  • Demonstrated ability to plan, supervise, and motivate design professionals, contractors, and in-house staff.
  • Ability to work in a sedentary office setting, but also withstand varied weather, climb stairs, and walk uneven terrain during field visits.

Responsibilities

  • Oversees all standards for project management and provides training initiatives to engineering staff to ensure best practices are being followed and City Engineering standards are successful and up to date.
  • Prepares multiple year CIP program schedules with supportive funding mechanisms for long term planning and clarity to meet regulatory initiatives.
  • Continues to advance and develop the stormwater program and determine best practices to bring success to the utility.
  • Reviews all Water Resources Engineering' projects including planning, design, and some O&M related maintenance practices.
  • Manage, train, and motivate WR Senior Engineers, Project Engineers, and compliance personnel to ensure modern engineering standards are met.
  • Bridge efforts between multiple City divisions and departments to create a unified Public Works engineering program in coordination with the City Engineer.
  • Represent the department and deliver technical presentations to the City Council, governmental boards, and neighborhood committees as needed.
  • Build a sustainable development plan review process to deliver timely engineering feedback to the Planning Department.
