Qualifications

• Extensive knowledge of wastewater treatment processes.
• Missouri Class A wastewater certification required.
• Ability to interpret and abide by federal, state and local laws.
• Ability to supervise and manage employees and operate a high-volume wastewater plant.
• Skilled in effective oral and written communications.
• Skilled in public relations.
• Knowledge of budget processes and procurement.
• Knowledge of hydraulics, electricity, mechanical and engineering principles, and general chemistry.
• Knowledge of operation and maintenance of plant rolling stock and heavy equipment.
• Ten years of formal experience operating and managing a 10 MGD or larger BN removal plant.
• Valid driver's license required.

Responsibilities

• Prepare and report information for federal/state permitting, including Discharge Monitoring Reports and related tests.
• Oversee department purchasing; prepare and monitor annual budget.
• Operate BN removal plant and related processes (biosolids dryer, UV disinfection, stormwater conveyances).
• Plan future operation and maintenance projects for the Water Protection Division.
• Supervise staff and coordinate personnel matters.
• Serve as liaison with regulatory agencies, consultants and contractors.
• Oversee pretreatment program and storm sewer permit programs.
• Monitor laboratory analyses and plant operating parameters.
• Develop staff skills and capabilities through coaching and training.
