City of St. Joseph is seeking a Superintendent of Water Protection to lead the Water Protection Division within the Public Works & Transportation department.

The role manages wastewater treatment operations, regulatory liaison activities, and division budgeting to ensure 24/7/365 plant reliability. Responsibilities include supervising staff, ensuring permit compliance, and coordinating laboratory monitoring and reporting.

Qualifications

  • Missouri Class A wastewater certification required.
  • Ten years of formal, documented experience operating and managing a 10 million gallon/day or larger BNR plant.
  • Ability to supervise and manage employees and budgets.
  • Knowledge of budget processes and procurement.
  • Strong oral and written communication skills.
  • Valid driver’s license required.

Responsibilities

  • Oversee administration and operation of the city's wastewater treatment plant.
  • Serve as liaison with federal, state and local regulators and oversee related reporting.
  • Directly supervise supervisory and clerical staff; support 24/7/365 operations.
  • Plan and monitor division budget and expenditures.
  • Oversee the lab activities and analyze plant performance.
  • Coordinate regulatory compliance for pretreatment and CSO programs.
  • Develop staff through coaching, training and mentorship.
  • Lead future O&M projects for the Water Protection Division.
