Job summary

State of Utah’s Division of Water Resources seeks a Water Conservation Section Manager to lead a six-member team and guide statewide rebate, incentive, and grant programs. You will oversee the Landscape Incentive Program, Smart Controller Rebates, and grants, while reviewing municipal plans and supporting education efforts across Utah.

You’ll supervise staff, craft program strategies, and partner with stakeholders to maximize conservation impact and efficiency.

Qualifications

• 5+ years of professional experience in water conservation.
• Proven track record of managing complex projects including grant administration and incentive/rebate programs.
• Excellent written, verbal, and interpersonal communication with public audiences and partners.

Responsibilities

• Lead and supervise a six-person team, overseeing workload, hiring, development, performance reviews, and daily project execution.
• Direct the division's water conservation and education initiatives, driving program development and strategic planning.
• Evaluate and optimize division operations to ensure efficiency and measurable impact.
• Serve as a subject matter expert providing guidance to management, staff, and stakeholders.
