Job summary

King County's Wastewater Treatment Division seeks a Section Manager for Project Planning & Delivery to oversee the entire lifecycle of capital projects, from long-range planning to handover to operations. The role coordinates eight units, ensures regulatory and financial commitments are met, and leads a large, diverse team in a fast-paced, high-stakes environment.

Qualifications

• Advanced knowledge of capital project and strategic planning techniques.
• Advanced knowledge of public utility finance and budgeting concepts.
• Experience supervising diverse technical teams in a complex political environment.
• Ability to develop performance measures and standards for multi-unit teams.

Responsibilities

• Support division director to implement improvement measures and annual goals.
• Oversee and direct work of unit managers across design, construction and planning services.
• Provide strategic direction to senior management and interface with regulatory agencies.
• Develop and maintain standards, policies, and procedures for planning, engineering, and project management.
• Develop bi-annual budget, allocate resources and monitor expenditures.
• Handle HR responsibilities including hiring and performance evaluations.
• Support county-wide initiatives and ESJ elements in capital programs.
