Job summary

The City of Pueblo seeks a Permit Compliance Specialist to monitor industrial discharges, conduct inspections, collect samples, and prepare permits under 40 CFR 403. This role involves fieldwork, data entry, and collaboration with the pretreatment team.

Qualified applicants will hold a relevant degree and have experience with pretreatment programs, sampling protocols, and regulatory compliance. Overtime and occasional after-hours work may be required.

Qualifications

• Bachelor’s degree in Environmental Science, Chemistry, Biology, or Environmental Engineering.
• Two years’ pretreatment/industrial waste program experience including permitting, inspections and enforcement.
• Must hold a valid Colorado driver’s license or be able to obtain one within 30 days of employment.

Responsibilities

• Inspect industrial and commercial facilities to characterize waste streams and ensure compliance with permits.
• Draft and review permits in accordance with 40 CFR 403 and local regulations.
• Document findings and communicate with facilities; prepare referrals and enforcement documents as needed.
• Install and manage wastewater sampling equipment and collect grab and composite samples.
• Perform field tests (pH, sulfides, DO, temperature, chlorine) and assist with sewer billings.
• Maintain records, update databases, and support water quality monitoring programs.
• Provide information on regulations and assist in training opportunities.
