Philadelphia Housing Authority is seeking a Labor Standards Officer in the Office of Audit and Compliance to administer, monitor, and enforce compliance for federally assisted programs related to Section 3 and prevailing wage standards.

The role requires field work, wage compliance reviews, and coordination with contractors to ensure proper Davis-Bacon wages on PHA construction and maintenance projects. Strong analytical and communication skills are essential.

Qualifications

• Bachelor’s degree with major coursework and 1+ year compliance experience.
• Experience with wage and hour laws (Davis-Bacon) and Section 3 requirements.
• Ability to analyze financial documents and interview claimants.

Responsabilités

• Investigates wage complaints, interviews claimants and reviews records to determine validity and amount.
• Reviews certified payrolls to ensure wage compliance and communicates with contractors and employees.
• Ensures Davis-Bacon act classifications are applied on projects and that prevailing wages are used.
• Schedules and conducts wage and Section 3 compliance reviews, and reports results to management.
• Maintains confidentiality of work-related information and supports program compliance.
