Job summary

Harris Health is seeking a Senior Project Manager - Labor Compliance to oversee prevailing wage compliance for Bond-funded construction under the $3.2B Strategic Capital Plan. You will act as the single point of accountability for program-level wage compliance and align with Davis-Bacon Act requirements and Harris Health policies.

You will develop compliance plans, work with DEEO and contractors, monitor payroll records, and ensure audit readiness across the capital program.

Qualifications

• Bachelor's Degree in Architectural or Construction Management or related technical degree with five years of industry experience including three years of project management in healthcare facilities or large construction projects.
• High School Diploma or GED with nine years of industry experience including three years of project management in healthcare facilities or large construction projects.
• Project Management Professional (PMP) preferred.

Responsibilities

• Oversee owner-representative prevailing wage compliance for Bond-funded construction projects.
• Develop and maintain project-specific compliance plans and records.
• Coordinate with DEEO, construction managers, contractors and internal compliance teams.
• Support subcontractor onboarding and workforce ramp-up.
• Monitor certified payroll and skilled trades/apprenticeship documentation.
• Identify and escalate discrepancies for timely resolution; maintain audit-ready documentation.
