Job summary

Qualifications

  • Master's degree in social work, public administration, public health, or related field.
  • Active California clinical license strongly preferred (LCSW, LMFT, LPCC, or equivalent).
  • At least 10 years of progressively responsible leadership experience in nonprofit or public-sector housing/homeless services, including at least 5 years at the Director level or above supervising other managers/directors.
  • Experience with Medi-Cal/CalAIM billing and compliance frameworks strongly preferred.

Responsibilities

  • Oversee all aspects of program administration, management, and operations across the Supported Housing portfolio, including budget management, staffing, planning and evaluation, policy development, project implementation, and compliance reporting.
  • Lead scaling and standardization of programs and operations across multiple Bay Area regions, ensuring consistent service quality, funding compliance, and outcomes regardless of site location.
  • Develop budgets in partnership with the Finance department; monitor financial status and ensure contract compliance with particular attention to expense tracking.
  • Lead development and implementation of internal systems, policies, and administrative practices; partner with Admin & Ops, HR, Data & Evaluation, Quality Management, and Strategic Planning to strengthen operations as ECS grows.
  • Represent ECS to public agencies, funders, community organizations, and coalitions to advance favorable policy, funding, and service delivery.
