VP of Operations – Multifamily Property Management

A growing Central Pennsylvania developer-operator is seeking an experienced VP of Operations / VP of Property Management to take ownership of its multifamily property management platform and help build the operational infrastructure needed for its next stage of growth.

This is a true executive-level multifamily operations opportunity with direct access to ownership and meaningful authority over property management strategy, P&L, hiring, organizational structure, leasing, marketing, operational systems, and portfolio performance.

The company has an established multifamily portfolio, an active development pipeline, and an entrepreneurial leadership team. What it needs now is an experienced operator who can assess the existing platform, identify opportunities for improvement, implement scalable systems and best practices, build accountability, and elevate the overall property management operation.

This role also extends beyond day-to-day apartment management. The VP of Operations will have a meaningful voice in pre-development and new construction planning, working with ownership on market comps, product design, unit mix, amenities, lease-up strategy, and operational decisions that can influence the performance of future multifamily assets.

What You’ll Do

Lead Multifamily Property Management Operations

• Take executive-level ownership of the company's multifamily property management division and portfolio performance.
• Evaluate existing property management operations, identify gaps, and implement scalable systems, processes, policies, and best practices.
• Establish clear organizational structure, responsibilities, performance expectations, and accountability across the platform.
• Lead P&L management, budgeting, staffing, hiring, team development, and operational strategy.
• Build and develop high-performing property management teams while identifying opportunities to improve efficiency and performance.
• Use KPIs, financial reporting, operational data, and portfolio reporting to identify trends, solve problems, and drive accountability.

Drive Leasing, Marketing & Revenue Performance

• Develop and oversee portfolio-wide multifamily leasing strategy, including centralized and site-level leasing models.
• Evaluate lead generation, marketing performance, lead conversion, concessions, occupancy, renewals, resident retention, and leasing velocity.
• Establish corporate-level leasing and marketing strategies that complement property-level execution.
• Partner with teams to improve traffic, conversion, occupancy, revenue, and overall leasing performance.
• Develop and execute strategic lease-up plans for new construction and newly acquired or repositioned multifamily communities.

Oversee the Full Multifamily Asset Lifecycle

• Lead operations through lease-up, stabilization, ongoing property management, repositioning, and asset disposition.
• Provide leadership and oversight around maintenance operations at scale, partnering with property and maintenance teams to ensure staffing, service levels, work order performance, and operational standards are maintained.
• Guide properties through operational transitions and prepare assets for selective dispositions and sales.
• Ensure operational decisions align with ownership objectives, financial performance, resident experience, and long-term asset strategy.

Partner in Development & New Construction

• Serve as an operational resource during pre-development and new construction planning.
• Provide input on market analysis, comparable properties, unit mix, product design, finishes, amenities, resident experience, and operational requirements.
• Identify opportunities to design future communities for more efficient property management and stronger leasing performance.
• Help shape lease-up strategy and operational planning before a new multifamily development reaches the market.
• Serve as a strategic partner to ownership on portfolio growth, property management strategy, organizational structure, capital decisions, leasing performance, and long-term company planning.
• Bring an operator's perspective to investment, development, and asset-management decisions.
• Balance high-level strategy with hands-on operational visibility, ensuring leadership understands what is actually happening at the property level.

What We’re Looking For

The ideal candidate is a seasoned VP of Operations, Vice President of Property Management, Regional Vice President, Senior Regional Manager, or senior multifamily operations executive who has genuinely operated at scale and understands how the entire apartment management platform works.

We are targeting an executive with experience overseeing approximately 3,000–5,000+ multifamily units who can step into an established organization, quickly evaluate what is working and what isn't, and make meaningful improvements.

You Should Bring

• Proven VP-level, Regional VP, senior regional, or executive-level multifamily property management experience.
• Experience overseeing a 3,000–5,000+ unit multifamily portfolio or comparable operational scope.
• Strong understanding of the full multifamily real estate lifecycle, including development, lease‑up, stabilization, property management, repositioning, and asset sales.
• Demonstrated success building accountable teams and implementing property management systems, processes, policies, and best practices.
• Strong financial and operational expertise, including P&L management, budgeting, KPIs, reporting, forecasting, and portfolio performance.
• Experience developing and executing multifamily leasing and marketing strategies.
• Knowledge of both centralized leasing and site‑level leasing models.
• Experience overseeing or partnering closely with multifamily maintenance operations at scale.
• The ability to analyze data and translate it into practical operational decisions.
• Strong leadership, communication, organizational, and team-building skills.
• The ability to operate strategically while remaining close enough to the properties to understand day-to-day realities.
• Experience with pre-development planning, product design, amenity strategy, unit mix, market comps, or new construction is highly desirable.
• A background working for a multifamily developer-operator is strongly preferred.
• AppFolio experience is preferred.
