Job summary

CINQCARE, based in Indiana, seeks a Vice President, Market Operations to lead the Indiana I/DD market, deliver contract milestones, and drive value-based care initiatives with state agencies and CMOs.

You will build and lead the Indiana team across Training, Technical Supports, Insights, Compliance, Finance and Clinical functions, manage the market budget, and align operations with CINQCARE’s mission to provide care close to home.

Qualifications

• 12-15+ years in healthcare or human services leadership
• 7-10 years in senior leadership with budget or P&L accountability
• 10+ years in I/DD services and/or Medicaid-funded home- and community-based care
• Experience managing government contracts with milestones
• Experience with value-based payment, managed care or care management models
• Familiarity with Indiana’s I/DD waiver programs
• Preferred certifications such as PMP, Lean/Six Sigma or related healthcare leadership credential

Responsibilities

• Deliver contractual milestones, program operation deliverables and KPIs for Indiana.
• Maintain the market’s multi-year implementation roadmap and project plan with cross-functional ownership.
• Report performance and risks to executive leadership and resolve issues.
• Develop sustainability, value-based payment and model-integration recommendations.
• Represent CINQCARE to state agency and Medicaid leadership.
• Build trusted partnerships with CMOs, providers and community stakeholders.
• Ensure voices of Individuals, families and front-line providers inform market strategy.
• Design and grow the Indiana team across Training, Technical Supports, Insights/Healthcare Economics, Compliance, Finance, Administrative/Project Management and Clinical functions.
• Lead cross-functional leaders with clear goals and accountability.
• Define roles and handoffs between the Indiana team and enterprise partners.
• Own the market budget, forecasting and financial performance.
• Allocate internal, consultant and vendor resources prioritizing readiness and hiring.
• Set market strategy to improve care delivery, clinical outcomes and market growth.
• Use data to identify trends, inefficiencies and opportunities and translate insights into decisions for clients.
• Champion adoption of CINQCARE’s technology platforms, including OnQue, with training and support.
• Ensure program operations meet state contract, regulatory, HIPAA and organizational requirements.
• Foster a collaborative, inclusive and high-performing culture with front-line teams, CMOs and Individuals served.
• Perform other duties as required to meet business needs.
