Job summary

The Housing Collective is seeking a visionary Vice President, Programs to lead HC’s housing‑systems change work across homelessness response, stability, production, preservation, and policy. You will align initiatives, oversee program portfolios, and advance collaborative governance with senior leaders and partners.

Qualifications

• Extensive senior-level experience in affordable housing and housing policy.
• Ability to translate policy into practical systems-change strategies.
• Experience supervising senior staff and leading multi-disciplinary teams.
• Strong relationships with public agencies, municipalities, philanthropy, developers and advocates.

Responsibilities

• Lead an integrated program strategy connecting homelessness response, housing stability, affordable housing production, preservation, housing policy, municipal engagement, community voice, and systems reform.
• Ensure initiatives operate as aligned components of a broader housing systems-change agenda.
• Translate strategy into priorities, work plans, budgets, staffing, results frameworks, and accountability structures.
• Strengthen HC’s role as a backbone organization across regions with partner facilitation, data, policy, and implementation support.
• Identify and advance strategic housing opportunities leveraging policy, funding, partnerships, and best practices.
