Job summary

Iowa Department of Health and Human Services (HHS) in Des Moines, IA is seeking a Public Service Manager 1 to lead the Issuance and Registration section. The role supports the Bureau Chief and oversees program management, staff supervision, and policy implementation in a full-time, Monday–Friday schedule.

Responsibilities include performance evaluations, training, contract oversight, and coordination with legal to ensure secure, compliant vital records operations.

Qualifications

• Requires four-year college degree or equivalent experience.
• Experience supervising staff and managing programs.
• Ability to manage multiple priorities and meet deadlines.
• Strong written and verbal communication; public service ethics and confidentiality.

Responsibilities

• Directs and evaluates work of staff; conducts performance reviews and onboarding.
• Oversees Issuance and Registration section operations; ensures security and compliance with laws.
• Sets priorities, oversees contracts, and coordinates with legal and data management teams.
• Serves as Security Coordinator for vital records; implements policy and training.
• Interprets laws and bills affecting vital records; collaborates with Bureau Chief on policy.
