Job summary

APSI Construction Management, Inc. seeks an on-site Owner's Representative – Construction Manager to oversee the Electronic Health Record Modernization (EHRM) project at the VA facility in Philadelphia.

The CM-CA will provide professional construction management, quality control, and coordination with the VA, contractors, and design teams for a 3-year program starting Nov/Dec 2026. Responsibilities include schedule oversight, cost control, documentation, change orders, and regular progress

Qualifications

Three (3) years minimum construction field experience in CM tasks.
Completion of OSHA Safety Training Class (within 60 days of NTP).
Working knowledge of construction practices and QA/QC processes.
Ability to review and analyze drawings, specs, and schedules and identify deficiencies.

Responsibilities

On-site Construction Manager/Administrator for the EHRM project at the VA site in Philadelphia.
Assist the Contracting Officer and COR with project management, planning, and scheduling.
Monitor quality assurance and cost control, review/payments and change orders.
Document issues, maintain records, and conduct regular progress meetings with stakeholders.
