Job summary

The City of Virginia Beach is seeking a Utility Crew Leader for the Meter Operations Team. This role leads field staff in maintenance and repair of water meters, lines, curb stops, and valves, and trains crews on metering infrastructure.

Ideal candidates have extensive meter experience, knowledge of water distribution, and the ability to supervise, document work, and liaise with customers. A CDL may be required; overtime and weather conditions apply.

Qualifications

  • High School diploma or GED and five years in utility maintenance/operations.
  • Valid driver’s license and ability to work evenings, nights, weekends, holidays.

Responsibilities

  • Provide supervision and direct activity of field staff in meter maintenance and repair.
  • Provide field training on metering infrastructure and oversee repairs.
  • Diagnose maintenance issues and coordinate field support.
  • Ensure procedures and repair techniques are followed and documented.
  • Act as liaison between field staff and customers; fill in as UMS when absent.
  • Ensure compliance with safety/environmental regulations and SOPs.
  • Complete paperwork and incident reports; manage tap orders and maps.
  • Respond to customer inquiries in a courteous, timely manner.
  • Work in all weather and shifts as required; participate in training programs.

We are currently hiring for a Utility Crew Leader position within our Meter Operations Team.SPECIAL REQUIREMENTS FOR PUBLIC UTILITIES, OPERATIONS & MAINTENANCE: Must be available to work evenings, nights, weekends, holidays, standby and overtime when required to meet operational needs. Positions within this class have been designated as Alpha I positions requiring employees to work during inclement weather, regardless of the City's operational status. This position may require incumbents to wear and maintain appropriate personal protective equipment such as, but not limited to, steel-toed shoes, hard hats, safety glasses, gloves, or other safety attire and equipment in designated areas of risk. Specific requirements will be determined and communicated by the employee’s supervisor based on position assigned. This is a safety sensitive position and is subject to mandatory drug testing. Positive drug test results may result in counseling and/or discipline, up to and including, termination. A valid, non-restricted driver’s license is a requirement for all applicants. Driver’s license requirement is non-negotiable.Duties include but are not limited to:Provide supervision and direct activity of field staff in the technical maintenance and repair of various size and type of water meters, service lines, curb stops, and valves.Provide field training on metering infrastructure and oversee complex, routine, and emergency repairs.Provide field support in diagnosing complex maintenance & repair issues.Ensure proper operating procedures are followed, and best repair techniques are utilized.Identify & provide field training to crew in their native environment.Work as a liaison between the field staff and the customer.Fill in as the UMS in their absence.Ensure crew follows Federal safety and environmental regulations and standard operating proceduresCompletes required paperwork and prepare written documentation of work activities, incident reports, tap orders, DF75 and Public Works cut sheetsKnowledge of computerized work order management system and GIS mapping systemRespond to and resolve customer inquiries in a courteous and timely mannerParticipate in member training programs and identify needs for staff trainingCommunicate clearly with the Utility Mechanic Supervisor about any issues that ariseProvide input to Utility Mechanic Supervisor for performance feedback for crew evaluations and trainingWorks in all types of weather conditions as well as nights, weekends, holidays, and standby as needed. Must have a current and valid driver’s license. Special Requirements: All employees may be expected to work hours in excess of their normally scheduled hours in response to short-term department needs and/or City-wide emergencies. Must be available to work evenings, nights, weekends, holidays, and overtime when required to meet operational needs. Type A Commercial Driver’s License (CDL) with Air Brakes Certification, Tank and Combination Endorsements required in the Water Distribution and Sewer Collection bureaus. Utility Crew Leaders overseeing CCTV equipment and crew(s) may not be required to maintain a CDL. Successful completion of a pre-employment physical. This is a safety sensitive position and is subject to mandatory drug testing. Positive drug test results may result in counseling and/or discipline, up to and including, termination.
