Job summary

The City of Salida is seeking a Staff Accountant - Utilities to perform professional accounting, utility billing, payroll, and financial reporting in support of both government and enterprise fund operations.

You will administer the utility billing program, manage payroll, perform reconciliations, and provide accurate financial analysis while supporting customer service and cross-department collaboration.

Qualifications

• Bachelor's degree in accounting, finance, business administration, or a closely related field.
• Minimum five years of progressively responsible accounting experience including accounts payable, accounts receivable, general ledger maintenance, account reconciliations, fixed assets, payroll, and financial reporting.
• Experience with governmental accounting, utility billing, and payroll administration is preferred.
• Any equivalent combination of education, training, and experience may be considered.

Responsibilities

• Administer all aspects of the utility billing program, including account setup, billing generation, meter data integration, and final billing.
• Coordinate with Public Works, developers, property owners, and external agencies regarding meter readings and sewer billing activities.
• Maintain customer records in compliance with City ordinances and the Salida Municipal Code.
• Research and resolve customer billing inquiries; process adjustments, payments, and related account activities.
• Analyze utility usage and revenue data; prepare receivable calculations and audit schedules.
• Prepare required utility reports and ensure compliance with regulations and records retention.
• Process bi-weekly payroll using ADP Workforce Now, including timekeeping uploads and payroll validation.
• Reconcile payroll reports and respond to employee payroll inquiries.
• Perform account reconciliations, journal entries, AP/AR processing, financial reporting, and audit support.
• Assist in evaluating financial processes and internal controls to improve accuracy and efficiency.
• Provide professional customer service to utility customers and assist walk-in customers at City Hall.
• Collaborate with Finance, Public Works, and other departments; cross-train and support special projects.
