Job summary

Havenpark Communities is seeking an experienced Utilities Manager to own end-to-end recapture performance across multiple communities. You will lead a team of analysts, supervise rate analysis, billback launches, submetering, and vendor contracts while staying hands-on with strategy and execution.

This role collaborates with accounting, legal, community managers, and residents to ensure 90%+ recapture targets and 100% compliance.

Qualifications

• 4+ years in utility management, property operations, or revenue/financial analysis
• Real people management experience: set expectations, review work, have hard conversations
• Advanced Excel skills, comfortable with large GL exports
• Working knowledge of multi-state utility pass-through regulation, or ability to build it fast
• Strong vendor negotiation skills and written communication

Responsibilities

• Own the monthly recapture cycle: expense vs resident billing by community, fund, and utility line
• Investigate misses and document root causes across rates, billing setup, occupancy or provider changes
• Maintain billback opportunity pipeline from rate analysis to first bill
• Oversee installation pipeline for submetering across properties and vendors
• Negotiate and manage waste hauler, cable, and internet contracts; track renewals
• Maintain rate notice compliance tracker and 100% legal compliance on timelines
• Build annual utility budgets from trailing actuals, provider rate schedules, and contract terms
