Qualifications

• Bachelor’s degree in Accounting, Finance, or business field with five years related experience and three years of management experience.
• Strong written and oral communication; ability to prioritize and multi-task under pressure.
• Proficiency with computer software, including spreadsheet and word processing; familiarity with city billing software.
• Experience overseeing billing operations for utilities; attention to compliance and internal controls.
• Ability to analyze data, generate reports, and communicate financial information to leadership.
• Experience with financial management of capital projects and budgeting workflows.
• Ability to supervise, train, and develop staff; manage performance and resolve staff issues.
• Ability to operate office equipment and adapt to changing processes.

Responsibilities

• Provide customer service to internal and external customers and maintain reliable attendance.
• Supervise staff: interview, hire, train, assign, appraise, reward, and discipline.
• Oversee utility billing for water, sewer, recycling, trash, and storm water utilities; manage calendars.
• Set yearly sewer averages and contribute to rate study development.
• Oversee staff training and cross-training; promote high performance and retention.
• Schedule workload and allocate resources to ensure uninterrupted service.
• Establish security protocols for money handling and sensitive financial information.
• Maintain daily updates and reconciliations of web-based payments.
• Ensure billing compliance with ordinances, laws, and contracts; reconcile transactions.
• Manage purchasing card transactions and accounting functions for water/sewer funds.
• Develop division policies and evaluate new service delivery models.
• Address customer issues and provide effective solutions.
• Coordinate with field staff to communicate data requirements; ensure data accuracy.
• Ensure compliance with Fair Debt Collection Practices Act and red flag rules.
• Review bankruptcy reports and collection agency findings; oversee debt collection activities.
• Develop and manage annual budgets for the Water and Sewer Fund; interface with CFO and Utilities Director.
• Lead special projects and prepare monthly reconciliations and reports.
• Back up Senior Financial Analyst - Utilities and assist with other duties as assigned.
