Job summary

POLK COUNTY BOARD OF COUNTY COMMISSIONERS is seeking a Capital Projects Manager to oversee the Utilities CIP program, expansion and renewal initiatives. The role requires directing complex projects from planning through construction, coordinating engineers, contractors and regulatory interactions.

The position emphasizes technical leadership, budgeting and reporting, with collaboration across county divisions to ensure timely delivery of essential water and wastewater infrastructure.

Qualifications

• ABET-accredited four-year degree in civil or environmental engineering.
• Minimum of six years of engineering design, permitting, and project/construction management for water and wastewater utilities.
• Minimum of two years of supervisory or project leadership experience.

Responsibilities

• Manage CIP expansion and other capital projects from planning through design, construction and close-out.
• Coordinate consulting engineers, contractors and stakeholders to meet project objectives.
• Provide engineering, technical and PM support to Utilities leadership.
• Coordinate surveys, environmental studies, reports, drawings, specs, cost estimates, schedules and permits.
• Review invoices and ensure services before payment authorization.
• Prepare and maintain project documentation and present to County leadership and regulators.
