JOB SUMMARY
Under the direct supervision of the Utilities Water Treatment Manager, the Water Plant Technician provides advanced administrative support to the division. Responsibilities include developing and implementing standard processes and procedures related to City Council agenda preparation, financial spreadsheets, budget creation and monitoring, purchase requisitions, timesheet entry and corrections, CMMS work order tracking, historical records, employee training, plant data/activity processes, and presentations.
ESSENTIAL JOB FUNCTIONS
- Organizes research for special projects related to Water Plant Operations, coordinates with project teams, tracks work, tasks, and assignments, and prepares schedules, invoices, status reports, and updates on project costs and activities.
- Supports the Operations and Maintenance divisions by managing operational budgets, coordinating meetings, project documentation, and maintaining records. Assists in preparing materials, reports, organizational charts, presentations, and correspondence for meetings.
- Collaborates with the Division Manager, project teams, and supervisors to initiate and recommend workflow processes and SOPs for daily operations and special projects.
- May be required to work during declared or undeclared emergencies.
- Performs other related duties as assigned.
Knowledge, Skills, and Abilities:
- Knowledge of municipal utilities operations and inter-divisional relations.
- Knowledge of standard office procedures.
- Critical thinking skills to interpret, evaluate, generate, and implement solutions.
- Effective communication skills in English, both oral and written, using standard business language, grammar, and arithmetic.
- Skill in record-keeping, organizing data, and reference files.
- Proficiency in Microsoft Office (Word, Excel, PowerPoint) and Adobe Acrobat Pro.
- Effective communication and organizational skills when liaising with engineering consultants, contractors, vendors, and city personnel.
- Ability to quickly learn industry-specific software programs.
- Ability to compose correspondence and operate office equipment.
- Ability to maintain documentation from regulatory agencies and manage data systems integration.
- Ability to handle complex operational challenges and execute instructions from the Division Manager.

QUALIFICATIONS
Education and Experience: High school diploma or GED (Associate’s degree preferred) with at least three (3) years of managing multiple projects or related experience, or an equivalent combination of education, training, and experience.
Special Qualifications:
Must possess a valid Florida driver’s license or be able to obtain one within 45 days of hire. Knowledge of municipal rules, regulations, and procedures, especially in potable construction, engineering, plant, and field operations, is preferred.
