Mission Objectives - This position supports the US Army Noncommissioned Officer Academy (USANCOA) and Sergeants Major Course (SMC) by providing day-to-day Learning Management System (LMS) administration and Tier I through Tier II LMS help desk support as part of the LLC Help Desk team. The LMS Administrator enables uninterrupted delivery of resident and distributed learning by ensuring that user accounts, course shells, enrollments, permissions, and course content are correctly configured and that LMS-related issues are resolved within the performance timelines established in PWS Section 5.3 and the Performance Requirements Summary.
The LMS Administrator works closely with the LMS Administrator Lead, Contract Manager, course managers, and instructors to maintain the accuracy and reliability of the digital learning environment for all USANCOA and SMC courses.
Position Responsibility Summary -
Perform daily LMS administration, Tier I and Tier II support, academic operations tasks, and content configuration to keep courses functional, accessible, and aligned with academic requirements.
Core Responsibilities (illustrative, not exhaustive):
- Perform user account actions in the LMS, including account creation, updates, deactivations, and role or permission assignments in accordance with established workflows and security principles.
- Create and manage course shells, sections, and class instances based on Government-provided academic schedules and course manager requirements.
- Process enrollments, unenrollments, and roster updates for students, instructors, and staff; verify class lists against source rosters and resolve discrepancies in coordination with academic personnel.
- Provide Tier I and Tier II LMS help desk support to instructors, students, and staff, including assistance with access, navigation, exam and assignment issues, and course content display problems.
- Triage incoming tickets, document issues clearly in the Government-approved tracking system, and escalation complex or systemic issues to the LMS Administrator Lead or Government IT support as appropriate.
- Assist with configuration and testing of LMS tools and features to support academic workflows (for example, gradebook settings, discussion forums, assessments, and special accommodations).
- Upload, test, and validate SCORM and xAPI content and other digital learning materials in accordance with established content validation procedures, and coordinate corrections with course content owners.
- Support exam and assessment configuration, including timing, availability, attempts, and grading settings, under the guidance of instructors and course managers.
- Maintain accurate records of LMS settings, course configurations, and content versions, and contribute to the maintenance of a central configuration and content inventory.
- Assist with data cleanup, validation, and reconciliation efforts in the LMS to support accurate reporting, accreditation, and inspection preparation.
- Contribute to the development and maintenance of SOPs, job aids, quick-reference guides, and knowledge base articles that document common LMS tasks and issue resolutions.
- Participate in training sessions and knowledge transfer activities, both as a learner and as a presenter, to keep skills current and share lessons learned with teammates and Government personnel.
- Support surge operations and special academic events by adjusting work priorities and hours, as directed by the LMS Administrator Lead or Contract Manager, to meet required response or resolution timeframes.
Position Requirements
Minimum Required Qualification:

Experience
- Demonstrated experience administering a Learning Management System (for example, Blackboard, Moodle, Canvas, ATIS Educate, or equivalent), including user and course management tasks, configuration of basic tools, and troubleshooting common user issues.
- Familiarity with SCORM/xAPI content, including how to upload, organize, and test such content in an LMS environment.
- Experience providing user support in an IT, academic, or training environment, preferably with Tier I and Tier II responsibilities.
- Experience documenting issues, solutions, and configuration details in help desk or ticketing systems.
Education and Credentials
- Education: Associate’s degree in Information Systems, Education Technology, Instructional Technology, or a related field. Equivalent combination of education and practical experience may be considered.
- Certifications:
- No specific certifications strictly required; however, CompTIA A+, Network+, Security+, or ITIL Foundation are considered strong assets and may be required for certain network-connected roles per DoD 8570/8140 guidance.
- Years of Experience:
- Minimum 1-2 years of hands-on LMS administration or closely related experience in an academic or training environment.
Optional/Value-added qualifications

Optional/Value-added Experience
- Prior experience supporting military training, Professional Military Education (PME), NCO academies, or Army schools.
- Direct experience with Army Training Information System (ATIS) and ATIS Educate, or with other Army enterprise learning technologies.
- Previous work at Fort Bliss or other Army installations.
- Experience in academic operations, registrar functions, or student records management.
Optional/Value-added Additional Credentials
- Education: Bachelor’s degree in a relevant field such as Information Systems, Education Technology, Instructional Design, or Computer Science.
- Certifications/Training:
- ITIL Foundation certification.
- Vendor-specific LMS training or certification (for example, Blackboard, Canvas).
- Completion of training related to instructional technology or adult learning.
- Experience:
- More than 3 years of LMS administration or blended academic IT support experience.
- Documented participation in LMS migrations or platform transition projects.

Work Arrangement: On-site
Travel Requirements: Minimal; occasional CONUS travel may be requested for training or coordination.
Work Hours: 0800 to 1700 Mountain Standard Time, Monday through Friday, excluding Federal holidays and installation closures.
Minimum Security Clearance Required: No clearance required; must be eligible for and maintain Fort Bliss installation access, pass NCIC-III checks, and qualify for CAC issuance for NIPRNet access, in accordance with Army and Fort Bliss requirements.
