Job summary

Strategic Analysis, Inc. seeks a proactive Financial & Operations Analyst at Fort Meade, MD. You will support program-level financial execution from budget allocations through to compliant transactions, including PRs, MIPRs, and IAAs using G-Invoicing.

Requirements include Top Secret SCI clearance, 5–7 years of DoD/IC budgeting, and strong Excel/ERP skills. The role interfaces with KOs, CORs, and external agencies to ensure fiscal integrity.

Qualifications

• Active TS/SCI clearance required.
• Bachelor's degree in finance, accounting, or related field.
• 5–7 years of DoD/IC budget execution experience.
• Experience preparing PRs, MIPRs, and IAAs.
• Familiarity with DoD FMR, ADA, and compliance rules.

Responsibilities

• Execute day-to-day funding and procurement documentation per PM guidance.
• Coordinate FS 7600A/B forms via the Treasury G-Invoicing portal.
• Process DD Form 448 (MIPR) and coordinate with agencies for DD 448-2 acceptance.
• Assemble audit-ready funding packages with SOW/PWS, IGCE, J&A, and D&F.
• Serve as interface with KOs, CORs, and external agencies to resolve funding bottlenecks.
• Track COED across fiscal years and funding colors of money.
• Monitor obligation/expenditure milestones and propose recovery actions.
• Lead monthly invoice reviews and de-obligation actions for excess funds.
• Support TARs, FIAR standards, and EOY execution sprints.
• Input and reconcile financials in ERP systems (DAI, GFEBS, DEAMS).
• Maintain budget trackers and generate dashboards for PM and leadership.
