Job summary

ICF is seeking a Vice President and Treasurer to lead the Treasury team in Reston, VA. You will develop and maintain capital structure to support growth, manage interest rate and FX risks, oversee global banking, and ensure liquidity for operations and future needs.

You will report to the CFO and collaborate with FP&A, Tax, Legal, and Operations, leading a team of professionals and coordinating with external banks and counsel.

Qualifications

• 15+ years in finance and treasury positions
• Leadership role within Treasury
• 5+ years of direct staff management experience
• Experience building and leading high-performing finance teams
• Strong financial analysis and corporate finance theory
• Advanced financial modeling including sensitivity analysis and M&A
• Experience communicating strategic initiatives across the company
• Bachelor’s degree in accounting or finance

Responsibilities

• Identify strategic financing and working capital needs; evaluate capital structure and cost of capital
• Own long-term cash flow planning and liquidity model
• Evaluate financing alternatives to lower cost of capital and preserve liquidity
• Develop recommendations for share buyback and dividends
• Oversee debt management, covenants, LC and guarantees
• Lead banking relationships and external financing
• Forecast global cash flow and optimize working capital
• Manage FX risk and interest rate hedging strategies
• Present treasury topics to executives and Board
• Lead short-term cash investment strategies
• Design and implement treasury strategies and supporting systems
• Establish treasury policies and internal controls
• Oversee insurance programs and bonds
• Support treasury M&A due diligence and integration
