Job summary

The South Dakota Department of Transportation seeks a Training and Development Specialist to manage the agency-wide training program and develop workforce capabilities. You will lead strategic training initiatives, partner with directors and program managers, and supervise a small team to deliver high-quality content and programs.

This full-time role requires travel, on-site deployment at projects, and ongoing collaboration across divisions, with a focus on continuous improvement of learning

Qualifications

• Experience in training program management, instructional design, or workforce development.
• Strong communication, facilitation, and project management skills.
• Ability to manage multiple priorities and collaborate with leadership and subject matter experts.
• Experience with learning technologies, reporting tools, and LMS platforms.

Responsibilities

• Manage a department-wide training program and support workforce competencies.
• Partner with division directors, program managers, and STGs to set priorities and plans.
• Oversee development of new training pathways and competency-based programs.
• Maintain the Learning Management System with data integrity and reporting.
• Ensure accessibility and consistency of training content across divisions.
• Guide SMEs in designing high-quality training and delivery methods.
• Support innovative learning formats including webinars and digital tools.
• Supervise a team of training staff and set workload priorities.
