Job summary

PRR in Portland, OR is seeking a Strategic Growth Specialist to lead proposal development for our Transportation Division, guiding pursuits from capture planning through interview stage while coordinating with project teams and leadership.

You will craft compelling content, manage information requests, mentor teammates, and ensure compliance with standards. A strong writing background and 3–5 years in marketing/proposal work are essential.

Qualifications

• Bachelor’s degree in business, marketing, communications, English, journalism, or equivalent experience preferred.
• 3–5 years of experience in marketing and proposal development, with AEC/public sector procurement familiarity preferred.
• Exceptional writer and editor with ability to craft compelling narratives and translate technical information.
• Excellent proofreading, grammar, and editing, with strong compliance focus.
• Strong organizational, time management, and independent work skills.
• Collaborative, inclusive mindset with cross-team communication.

Responsibilities

• Independently manage pursuits end to end: capture planning, proposal development, submission, and interview.
• Set and lead pursuit meetings with business development leads, project managers, and leadership.
• Lead interview preparation with slide decks and talking points.
• Coordinate information requests, tailor resumes and project examples, review submissions.
• Research RFPs/RFQs in GovWin and participate in Go/No Go processes.
• Partner with Division VP on strategic growth for pursuits.
• Facilitate client debriefs and measure competitiveness.
• Provide timely responses and support administrative tasks.
