Job description

The Department of Public Works (DPW) Multimodal Unit isseeking college students interested in transportation planning, policy, anddesign to fill part-time, year-round positions.

This position offers opportunities to collaborate closelywith professional planners and engineers, external agency stakeholders,community organizations, and members of the public to enhance mobility andensure equitable health outcomes.

DPW’s Multimodal Unit works to create sustainable, vibrant,equitable, and connected streets and public spaces that provide choice, safety,comfort, and access for everyone in Milwaukee. We prioritize sustainabletransportation through collaboration and engagement with other departments,outside agencies, community partners, and residents.

This is a part-time internship position (fixed-termappointment), and the maximum number of hours worked per year cannot exceed1,019 hours.

Purpose

Under the general direction of the TransportationEngineering Planner and other Multimodal Unit team members, the TransportationOperations Assistant helps implement theCity’sComplete Streets Policy , Pedestrian Plan, Bicycle Plan, and Safe Routes toSchool Plan, and helps achieve City goals related to safe street design,equity,health, andclimate .

Essential Functions

Field Work

  • Perform field observation of traffic conditions; collectdata relative to walking, biking, and driving, motor vehicle speeds, trafficsignal operations, and curbside usage.
  • Assist staff in the field layout of traffic control devices.

Drafting and Data Compilation

  • Prepare engineering plans for various pedestrian, bicycleand traffic safety improvement projects.
  • Summarize and enter traffic data into Excel and GIS (geographicinformation system) databases.
  • Prepare graphics, maps and other displays for communityengagement events.
  • Prepare work orders for the installation of bicycle racks,signs, and pavement markings.
  • Assist indrafting various plans and policies relatedto Complete Streets, mobility, innovation and other multimodal improvements.

Conditions of Employment

The Transportation Operations Assistant must be willing andable to do the following:

  • Work outdoors in adverse weather conditions.
  • Safely perform work in proximity to live traffic conditions.
  • Perform light physical work, exerting up to 10 pounds offorce, and perform physical activities in the work environment that requireagility, including walking, standing, climbing stairs, crouching, stooping, andreaching.
  • Travel independently throughout the City of Milwaukee,either by public transportation, bicycle, or automobile.

Required pre-employment tests include the following:

  • Physical Exam
  • Vision Exam
  • Audio-Gram
  • Drug Screen
  • Current enrollment as a sophomoreor higher at an accredited college or university in urban planning, civilengineering, transportation planning, architecture, urban studies, publicpolicy, public administration or a closely related field.

Desirable Qualifications
  • Familiarity with current innovations intransportation and mobility planning and design.
  • Geographic Information Systems (GIS), Adobe Suite,and/or Computer-Aided Design and Drafting (CAD) experience.
Knowledge, Skills, Abilities & Other Characteristics

Technical

  • Ability to learn to use a digital traffic recorder to collectdata.
  • Ability to collect, compile, and analyze data.
  • Ability to use standard computer programs such as MicrosoftExcel and Outlook.
  • Ability to read and understand job-related documents,including reports, data summaries, policies, and design plans.
  • Ability to learn and effectively utilize GIS software.

Communication and Interpersonal

  • Ability to follow verbal and written instructions.
  • Written communication skills to draft plans and policies,summarize data, and prepare reports.
  • Verbal communication skills to effectively conveyinformation to colleagues and managers.
  • Ability to work efficiently in a team environment.
  • Ability to work cooperatively and effectively with coworkersand residents whose backgrounds may differ from one’s own.

Judgment and Professionalism

  • Ability to organize and complete work assignments whileadhering to deadlines.
  • Situational awareness and the ability to apply safetyprinciples and practices as they apply to all components of the job.
  • Enthusiasm and initiative to make Milwaukee’s streets saferand more comfortable for people walking, biking, using transit, and driving.
  • Ability to serve as an effective steward of City resources.

The current starting hourly rate (Pay Range 9PN) is$20.54,and the resident incentive starting hourly rate for City of Milwaukee residentsis$21.16.

Selection Process

THE SELECTION PROCESSwill be job-related and willconsist of one or more of the following: an evaluation of education,experience, and/or responses to supplemental questions; a written orperformance test, a structured interview, or other assessment methods. TheDepartment of Employee Relations reserves the right to call only the mostqualified candidates to structured interviews and performance examinations.Structured interviews may include written exercises. Selection processcomponent weights will be determined by further analysis of the job.
