Job Summary:

Manages highway ITS construction projects and local ITS. Administers highway construction contracts, including determining acceptability of materials furnished and work performed. Documents contract supplemental agreements, with approval authority up to $200,000. Represents ADOT to employees, consultants, contractors, other agencies, and the public. Ensures that ADOT, consultant and contractor employees comply with all applicable safety and environmental standards. Supervises a field office's staff, including project supervisors, team leaders, field inspectors, office technicians, and consultants, handling hiring, scheduling, training, performance appraisals, promotions, personnel actions, disciplinary actions, and managing a field office's budget, vehicle fleet, IT equipment, and other assets. Meets the requirements of ARS. 41-771.8.2.

Job Duties:
  1. Evaluate progress of highway construction projects, review material sampling, testing, project inspection, and contract payments. Resolve conflicts with internal and external agencies, escalating as needed. Write, track, and implement contract supplemental agreements. Ensure contractor compliance with safety and environmental standards.
  2. Research, analyze, interpret, recommend changes to, and implement highway construction standards and procedures, including specifications, drawings, project plans, and special provisions relevant to safety, environmental, and local standards, as well as highway construction materials, equipment, and practices.
  3. Participate in and represent the field office, district, division, and ADOT in meetings, conferences, seminars, and other information-sharing, problem-solving, and decision-making sessions.
  4. Supervise field office staff, including hiring, scheduling, training, safety, performance appraisals, counseling, promotions, disciplinary actions, and managing budgets, vehicle fleets, IT equipment, and other assets.
The Ideal candidate for this position will have:

A master's degree in Civil Engineering, Public or Business Administration, or a closely related field to highway construction contract administration.

Pre-Employment Requirements:

A degree in Civil Engineering or a related field. A Professional Engineer (P.E.) license for Arizona or proof of reciprocity. Two years of experience equivalent to a Transportation Engineer.

This position requires a valid driver’s license, completion of driver training, and passing driver record checks. Operating a personal vehicle on state business requires liability insurance as per Arizona law. All new hires must complete E-Verify.
