Transportation Planning and Management (TPM) is responsible for the safe, efficient, and environmentally responsible movement of people and goods on the City’s streets, supporting the larger goals of economic and social vitality for people living, working, and doing business in New York City. The Division’s responsibilities include planning, street design, technical analysis, signs, transit development, freight mobility and markings, and ensuring the safety of motor vehicle occupants, pedestrians, and cyclists. Traffic Engineering & Planning (TEP) conducts, reviews, and approves traffic engineering analysis and methodologies related to traffic operations and planning.
TEP seeks an experienced, motivated candidate to work within a multi-disciplinary team dedicated to improving transportation through various studies and projects. Under the direction of the Director of Engineering Review, the candidate will contribute to traffic/transportation operational and safety-related studies, including street direction conversions, curb cut reviews, site development and access reviews, and new guiderail investigations. This role offers an opportunity to improve safety, accessibility, and mobility throughout New York City.
The candidate will collect traffic operations and safety data, perform analyses such as intersection Level-of-Service (LOS), crash analysis, turning movement, and speed studies to develop improvement measures that reduce congestion and enhance safety. A clear understanding of land use and transportation relationships, the four-step transportation planning process, and traffic engineering principles is required. Familiarity with software like Synchro and HCS, and methodologies from HCM and CEQR, is essential. Responsibilities include data collection, AutoCAD drawing preparation, developing safety and operational recommendations, report writing, community engagement, and collaboration with agency and external stakeholders.
Required skills include AutoCAD, safety assessments using crash data and police reports, roadway access management, and curb review processes. The ability to work independently and collaboratively, attend community meetings, and prepare presentation materials is necessary.
Preferred Skills: Proficiency in HCS, Synchro/SimTraffic, AutoCAD, AutoTurn, Microsoft Office Suite; knowledge of transportation planning, traffic impact studies, HCM, MUTCD, AASHTO, CEQR; excellent communication skills; valid NYS Driver's License.
Additional Information: Remote work possible up to 2 days/week under the pilot program. Open to candidates with disabilities under the 55-a program. Residency in NYC required after hiring. Position details: 35 hours/week, located at 55 Water Street, NY.
