About WSDOT

Washington State Department of Transportation (WSDOT) is the steward of an integrated, multimodal transportation system that helps to ensure people and goods move safely and efficiently throughout the state. In addition to building, maintaining, and operating the state highway system, WSDOT operates the largest ferry system in the nation, manages the world's longest floating bridge, and recently completed the world's widest tunneling project.

The Opportunity

WSDOT is currently seeking a Transportation Technical Engineer to serve as the Assistant Local Programs Engineer in Vancouver, WA. This position manages federal and state grant programs by directing, guiding, and representing cities, counties, transit organizations, port districts, tribal nations, and other agencies in the Northwest Region. The Assistant Local Programs Engineer manages activities to coordinate, review, process, and fund transportation and transit improvements and operations in approximately 40 municipalities, Metropolitan Planning Organizations (MPO's) and Regional Transportation Planning Organizations (RTPO's), tribal nations, port districts, and other agencies. As a technical program specialist, they will use independent decision making and problem-solving skills in providing direction, guidance, and support to the various agencies during preliminary engineering, design, right of way, and construction of transportation improvements to ensure the agencies meet all technical, design, legal, and procedural requirements. The incumbent in this position acts on behalf of the Southwest (SWR) Region Local Programs Engineer. This position works with local agencies within Pacific, Wahkiakum, Lewis, Cowlitz, Clark, Skamania and Klickitat Counties . This position is critical in fostering a respectful and healthy work environment with focus on diversity, equity, and inclusion.

What to Expect

Among the varied range of responsibilities held within this role, the Assistant Local Program Engineer will:

  • Manage federal and state transportation programs for cities, counties, transit organization, port districts, and other agencies.
  • Directs agency staff in conducting correct procedures for funding applications, environmental considerations, design requirements, Plans, Specifications, and Estimates (PS&E) requirements, project advertisement, Disadvantaged Business Enterprise (DBE) requirements, procedural regulations, project, and contract administration. Manage and document project scope changes.
  • Coordinate and Communicate Funding issues between HQ and Local Agencies.
  • Coordination of Right of Way (ROW) certification with Local Agency Coordinator in HQ Local Programs.
  • Manage and provide comments for Inactive projects list.
  • Actively manage the agreement end dates and any extension timelines.
  • Actively manage the obligation of the Federally and State funded local projects to meet the Federal Fiscal Year (FFY) and Biennial deadlines.
  • Resolve any billing issues deferred to region by Headquarters (HQ) including state cost overruns.
  • Perform site visits on all Federal projects. This includes driving to and from job sites, traversing terrain, looking at site features and improvements made by the project, communicating with agency staff and representatives (i.e. Consultants and Contractors), providing feedback and directions, taking photos and preparing field note documentation.
  • Direct design and construction activities for multiple agencies.
  • Act as a technical program specialist to support and guide agencies on project planning, funding, design, construction, and maintenance.
  • Analyze and develop documentation to obtain Federal Highway Administration (FHWA) and Headquarters approval on project revisions, design deviations, and other matters on federal aid and state grant projects.
  • Verify projects are constructed consistent with the project prospectus and National Environmental Policy Act (NEPA) documents on state and federal aid projects.

Qualifications

To be considered for this opportunity, the following are required:

  • Valid Driver’s license
  • One (1) year of experience as a Transportation Engineer 4 or equivalent

OR

  • Three (3) years Transportation Engineer 3 experience or equivalent.

It is preferred that qualified candidates also have:

  • Experience in design, grant program funding, construction administration, construction documentation and constructions materials testing.
  • Work experience in the following areas:
    1. Federal and state funding grants.
    2. Local Agency Transportation Improvement Program (TIP) and State Transportation Improvement Program (STIP).
    3. Completing Federal Aid forms such as Local Agency Agreements (LAA’s)
    4. Implementation of environmental permitting processes.
    5. Application of The FHWA Emergency Relief (ER) program.
    6. Application of The Local Agency Guideline (LAG).
    7. Project Management Review (PMR) and Document Review (DR) procedures.
    8. Construction contract procedures and practices.

  • This position is eligible for remote work up to 100%, per supervisor approval.
